How much is real estate agent commission in Dubai?
Agent commission on a resale home in Dubai is usually 2% of the price plus 5% VAT, paid by the buyer.
No law fixes the rate, so the rate written in your signed form decides what you owe. On a new home bought from a developer the buyer pays no commission, because the developer pays the broker. That payment was typically 4% to 6% in 2025 and has reached 12% on some new launches.

How a real estate agent in Dubai is licensed, and how to check a real estate broker in Dubai
A real estate agent in Dubai needs a personal broker card from RERA, and the firm needs its own office registration.
Four numbers matter to a buyer. Each one belongs to a different party.
| Thing | What it is | Who holds it |
|---|---|---|
| Trade licence | Company licence from the Dubai Department of Economy and Tourism | The brokerage |
| ORN (Office Registration Number) | RERA registration of the brokerage office | The brokerage |
| BRN (Broker Registration Number) and broker card | Personal RERA registration, with a photo, valid for one year | The individual agent |
| Trakheesi permit number and QR code | Permit for one advertisement | The advert |
Brokers are governed by Bylaw 85 of 2006 on the Real Estate Brokers Register in Dubai. Article 26 says the brokerage agreement shall be registered in the real estate register. The bylaw sets no commission rate.
An agent cannot work on the employer's licence alone. The person needs his or her own card. A real brokerage can still employ an agent whose card has lapsed. It can also employ an agent who is registered to another office.
Training, exam and cost of a broker card
| Item | Cost or rule | Source and date |
|---|---|---|
| DLD Real Estate Brokerage Exam | AED 772.50 | DLD training page, updated 7 October 2026 |
| Exam plus Real Estate Knowledge Bank | AED 1,087.50 | DLD training page, updated 7 October 2026 |
| Knowledge Bank only | AED 315 | DLD training page, updated 7 October 2026 |
| Certified broker course at a private institute | AED 2,400 for 2 days, exam extra | DX Broker Training, 2 March 2026 |
| Exam format | 1 hour, multiple choice, pass mark 70%, one free retake | DX Broker Training, 2 March 2026 (a training provider) |
| Good conduct certificate from Dubai Police | about AED 220 | Betterhomes and DX Broker Training, 2026 |
| First-year total | AED 3,900, or AED 7,420 to AED 10,520 | Sources disagree: DX Broker Training gives the first figure, Betterhomes the second |
| Annual renewal | The card lasts one year; the renewal course costs about AED 500 | DX Broker Training, 2026 |
Sources disagree on the exam cost. The DLD page shows AED 772.50. Betterhomes gives about AED 3,200 for degree holders and AED 6,300 for people without a degree. It gives up to AED 15,750 for people with no qualifications. The DLD page is the more reliable source.
How to check a broker and a real estate company on Dubai REST
- Ask for the numbers. Ask for the BRN, the ORN and a photo of the broker card.
- Look up the broker and the office. Open the Dubai REST app from DLD. Use the broker and office lookup, or "Ecard verification". Choose the card type and enter the number.
- Match the agent to the firm. Check that the agent is listed under the brokerage that is dealing with you.
- Check the advert. Scan the QR code on the advert. You can also enter the permit number in "Verify License and Permits" on dubailand.gov.ae or Dubai REST. Check that it shows the same property type, size, building and brokerage.
- For off-plan, check the project. Check the project, the developer and the escrow account in Dubai REST. Pay only into the project escrow account.
The forms a broker uses
| Form | Between | What it does | Notes |
|---|---|---|---|
| Form A | Seller and listing broker | Authorises the broker to list and market the home | A seller can hold up to three active Form As. Without a Form A there is no permit number. |
| Form B | Buyer and buyer's broker | The buyer's agency agreement. It states the commission. | It ends with 7 days' written notice and a Form U. |
| Form I | Broker and broker | Co-operation and commission split between two brokerages | Used when the buyer's agent brings a client to another agent's listing. |
| Form F | Buyer and seller | The sale contract (MOU). It sets the price, the deposit, the transfer date and who pays what. | It binds once both sign and the broker witnesses. |
| Form U | Either party | Notice that ends a Form A or a Form B |
This table comes from a brokerage guide by Engel and Völkers, updated 23 October 2025. DLD runs a "Dubai Broker Smart Contract" course on contracts A, B and F. That confirms these are digital DLD contracts.
- Commission is fixed in Form B for the buyer and in Form A for the seller. Read the rate before you sign. Some buyers are asked to sign 3%. The signed form decides the rate.
- An unregistered brokerage agreement is still valid between the parties. The Dubai Court of Cassation (9 May 2024) and the Court of Appeal (7 August 2024) held this. They treated failure to register as an administrative breach. An earlier Court of Appeal ruling (22 December 2022) went the other way.
- Commission can be owed without any form. The Dubai Real Estate Court ordered an investor to pay AED 100,000 to a brokerage. The deal was a Burj Khalifa lease worth AED 650,000 a year. The court relied on WhatsApp messages, emails and an invoice. It added AED 5,000 for delay (Gulf News, 8 December 2025).
Advert permits and the QR code
- Every advert needs a Trakheesi permit. The QR code service is commonly described as starting on 24 April 2023.
- A circular of 22 February 2024 covers off-plan adverts. A project permit lets a broker market the project as a whole. It does not cover single units.
- To advertise one off-plan unit the broker needs a developer NOC that names the unit, or a unit-level DLD permit.
- Adverts that broke the rule had to come down in five days. The penalty is a fine of AED 50,000 and suspension for up to three months. Repeat offences risk cancellation.
- No more than three brokers may advertise one property. Adverts must come down once the deal is done (Gulf News, 17 May 2024).
- The permit fee is commonly described as AED 1,020 for standard advert permits and AED 5,020 for a project launch event.
- From 1 February 2026 anyone who posts promotional content needs a UAE Media Council advertiser permit. This falls under Federal Decree-Law 55 of 2023. Fines run up to AED 1 million under Cabinet Resolution 42 of 2025. This comes from a consultancy summary by Qaspro Global, updated 24 July 2026.
| Date | Enforcement action | Source |
|---|---|---|
| October 2020 | 10 companies fined and 30 warned over advertising | DLD |
| February 2024 | 30 companies fined AED 50,000 each | DLD; Gulf News |
| First half of 2024 | 256 brokers fined; more than 1,200 warnings; 450 field visits; 1,530 adverts inspected | DLD, 17 July 2024 |
| 2 June 2024 | 3 developers fined AED 500,000 each for marketing off-plan projects before registration | Gulf News, 2 June 2024 |
| 2025 and 2026 | No DLD enforcement release was found for these periods | Not verified |
One brokerage blog says DLD suspended over 250 brokers and revoked 45 licences in 2024. That claim is marketing and is not verified.

Who pays the real estate broker in Dubai: commission on resale, off-plan and rent
The buyer pays 2% plus VAT on a resale home, the developer pays on off-plan, and the tenant pays on a rental.
| Deal | Who pays | Usual rate | Source and date |
|---|---|---|---|
| Resale, buyer side | The buyer pays the agent who brought the home | 2% plus 5% VAT on the commission, equal to 2.1% of the price | McCone Properties, September 2026; Engel and Völkers; Real Estate Club Dubai, July 2026 |
| Resale, seller side | The seller pays the listing agent under Form A | By convention 2% plus VAT | McCone Properties, September 2026 |
| Resale above about AED 10m | Either side | 1% to 1.5% is negotiated | Real Estate Club Dubai, July 2026 (industry blog) |
| Off-plan from a developer | The developer pays the broker; the buyer pays nothing | See the next section | Several |
| Off-plan resale (assignment) | The buyer | 2% plus VAT, as on a resale | Direct Deal UAE; Totality Estates, September 2026 |
| Rental | The tenant | 5% of annual rent plus VAT, often with a minimum near AED 5,000 | Real Estate Club Dubai report, 2026 |
No law fixes the rate. McCone Properties calls 2% a convention. RERA sets no mandatory commission.
Here is a worked example for a resale home at AED 2,000,000. Commission is AED 40,000 and VAT on it is AED 2,000, so the agent's bill is AED 42,000. The 4% DLD fee is AED 80,000. The title deed costs AED 580 and the trustee fee is AED 4,200. Fees on the day are AED 126,780 for a cash buyer (McCone Properties, September 2026).
Who pays in practice
Sources disagree on who pays, and a buyer needs to know that.
- The buyer pays 2%. A seller with an agent also pays 2%. The total is 4% across the deal (McCone Properties, September 2026). Gulf News put the average on ready sales at about 4% on 30 October 2023.
- In the boom of 2021 to 2025 many sellers paid nothing. The agent lived on the buyer's 2%.
- An older report by GCP and Reidin described 2% split between buyer and seller (Khaleej Times, 20 December 2018).
- Real Estate Club Dubai wrote in July 2026 that in slow markets sellers sometimes cover both sides.
Ask three things before you view a home. Ask whether a Form A exists. Ask whether the seller is paying the listing agent. Ask whether one firm is being paid twice, if your agent and the listing agent share a firm.
How the commission is split
- The agent's own share is 40% to 50% at large firms and 60% to 70% at boutiques (The National, 30 October 2025).
- Betterhomes lists 50/50 for new agents, 70/30 for experienced agents and 80/20 for top producers.
- Betterhomes also lists a desk fee of AED 5,000 to AED 15,000 a month in return for 100% of the commission.
- Charges for online adverts and marketing push the real split back toward 50/50 (Betterhomes, 3 August 2026).
- Where two brokerages are involved, they share the commission under Form I. The split is commonly described as 50/50.
Is commission negotiable?
Yes. Commission is a contract term that the two sides agree.
- When it works. Prices above AED 10m, where 1% to 1.5% is negotiated. Repeat or multiple purchases. A slow market.
- Dual agency. This is where one firm acts for both sides. Real Estate Club Dubai suggests asking for 1.5% a side or less.
- How. Agree the rate before the first viewing and put it in Form B. Offer something back, such as exclusivity for a set period, proof of funds or a fast decision.
- When it backfires. A buyer's agent on a cut fee may show you fewer homes. Other agents may not co-operate. This is a brokers' view (Real Estate Club Dubai, July 2026).
- Hard line. Never pay commission before the transfer. The same source says a demand for commission before any service is a red flag. By convention commission is paid at the trustee office on transfer.
Fixed-fee and low-fee brokerage in Dubai
The prices below are the firms' own claims from their own websites. Nobody has independently reviewed the service level. This page does not recommend any firm.
| Firm | Stated price | Notes |
|---|---|---|
| Direct Deal UAE (ORN 43954) | Buyer: 0.2% plus VAT on resale, which is AED 2,000 plus AED 100 on AED 1m. Tenant: 0.5% of annual rent. Seller and landlord: free. 0% on developer sales. | The firm's own claim, 2026. Service level not independently reviewed. |
| Oliva (BRN 1573501) | AED 30,000 including VAT for each purchase, in three stages. AED 6,000 to start, AED 12,000 on signing and AED 12,000 on DLD registration. | The firm's own claim, March to April 2026. It keeps any developer commission and says it publishes who pays. So it can be paid by both the buyer and the developer. |
| Flat-fee brokerages in general | AED 15,000 to AED 50,000 | From a blog by Oliva, 2026. No firms are named. Not verified. |
The research found no established large brokerage that advertises a fixed fee. One firm's blog says flat-fee deals were under 3% of 2024 transactions. That figure is not verified.

Why a property agent in Dubai earns more on off-plan
A broker earns about 2% on a resale home and 5% to 10% on a new one, roughly three to five times more.
The developer pays that commission. The buyer pays nothing to the broker. The rate depends on the developer and the year.
| Developer type | Commission paid to the broker | Source and date |
|---|---|---|
| Primary market, 2018 | 2% to 8%; most major developers had moved from 2% to 5% or 6% | Khaleej Times, 20 December 2018 |
| Premier developers | 6% to 8% described as the norm | Investment Experts in Gulf News, 30 October 2023 |
| Emaar and Nakheel | "Standard single-digit" | Unnamed agent in Gulf News, 30 October 2023 |
| Larger private developers, new launches | 10% to 11% | Gulf News, 30 October 2023 |
| Bulk deals | up to 15% | Gulf News, 30 October 2023 |
| New launches | As high as 12%, sometimes plus gold | Market Price Real Estate in Gulf News, 2 July 2024 |
| Typical, 2025 | 4% to 6% | Executive Search in The National, 30 October 2025 |
What the higher pay does to advice
Sameer Lakhani of Global Capital Partners described the effect in 2018. He said: "The middlemen have gravitated towards the areas and communities that offer the highest incentives" (Khaleej Times, 20 December 2018).
The war that began on 28 February 2026 weakened resale volumes. Off-plan then made up 76% of all sales in the second quarter of 2026 (Betterhomes, 20 July 2026).
- The developers that pay most are usually the ones that need the most help to sell. Emaar pays least.
- On post-handover payment plans the broker's commission can be deferred by 12 to 24 months. Brokers prefer projects that pay fast (The National, 30 October 2025).
- The individual agent keeps 40% to 70% of the commission, depending on the firm.
- Off-plan averaged AED 2,030 per sq ft against AED 1,691 for ready homes in the first quarter of 2026. That is a gap of 20% (ValuStrat figures via Global Property Guide).
Put three requests to any agent who recommends an off-plan unit.
- Ask what the developer pays the agent on this project.
- Ask what developers pay on the alternatives.
- Ask to see resale comparables in the same area.
Rebates and cash-back from the agent
Brokers do pass part of the developer's commission to buyers. Gulf News reported on 2 July 2024 that the buyer's share can exceed half on some deals. It is decided case by case. Buyers can see the incentive and can switch agents on the same project.
The research found no source that says RERA permits or bans rebates. Some agents say in public that kickbacks breach RERA rules. That is not verified. Developers are often said to forbid rebates in their broker agreements. That is also not verified.

Brokerage in Dubai in numbers: brokers, real estate companies, deals and commission
DLD counted 32,294 registered brokers, 9,785 brokerage offices and 96,440 broker deals in 2025, but its own releases do not agree.
| Measure | Figure | Source and date |
|---|---|---|
| Registered brokers, first half of 2025 | 29,577 | Dubai Media Office and DLD, 26 July 2025 |

Where the official figures do not agree
- The broker count is 32,294 (DLD, end of 2025) or about 39,776 (Khaleej Times, January 2026). Sources disagree.
- The office count is 1,223 or 9,785 in DLD's own releases, six months apart. DLD does not explain the difference.
- The most reliable figures are in the DLD release of 9 March 2026: 32,294 brokers and 9,785 offices.
Deals for each broker
DLD recorded 96,440 broker deals and 32,294 registered brokers in 2025. That is 3.0 deals for each broker in the year, by our arithmetic. The spread is very wide. DLD does not publish how many brokers closed no deal. Many people repeat the claim that most agents close no deal in a year. No primary source verifies it.
Churn and earnings
- Average broker tenure fell from about 12 months to six months or less (Executive Search in The National, 30 October 2025).
- Rental agents and new agents often leave within three months. Firms that train keep 80% to 90%.
- Up to 30% of smaller agencies could shut within five to six months. Industry executives said this in a Betterhomes blog on 3 August 2026.
- A broker told Arabian Business that "2026 will be a survival year". The broker said firms need 8 to 12 months of reserves (22 May 2026).
- Average earnings are about AED 18,000 a month. Top performers earn over AED 1 million a year (The National, 30 October 2025).
Total commission by year
| Period | Commission | Broker deals | Source |
|---|---|---|---|
| First half of 2024 | AED 1.62bn | not stated | DLD, 26 July 2025 |
| First half of 2025 | AED 3.23bn, up 99% | 42,181 | DLD, 26 July 2025 |
| 2024 | about AED 10.4bn | about 62,600 | Derived from the rises of 31% and 54% in the DLD release of 9 March 2026 |
| 2025 | AED 13.59bn, up 31% | 96,440 | DLD, 9 March 2026 |
| 2025 | AED 13.736bn | Khaleej Times citing DLD, 9 February 2026 | |
| First half of 2026 | Not found | Not found | Not verified |
One check on scale is possible. AED 13.59bn of commission on AED 686.8bn of sales in 2025 is 2.0%. Women were 11,371 of the 32,294 brokers. They closed 28,909 deals and earned AED 2.98bn in commission, up 83% (DLD, 9 March 2026).
The biggest real estate companies in Dubai
DLD publishes no league table of brokerages that the research could find. Trade rankings are written by brokerages and are marketing. One such claim says the top 10 firms handled over 45,000 home sales in 2025. That would be about 25% of the market. It is not verified.

How to negotiate a property price in Dubai in October 2026
In October 2026 a buyer negotiates from registered sold prices, because advertised prices have fallen less than achieved prices.
A regional war began on 28 February 2026. Dubai sales volumes and resale prices weakened from March 2026. Most negotiation advice written in 2022 to 2025 no longer fits.
- The ValuStrat price index fell month after month to 218.8 in August 2026 and 218.6 in September 2026.
- In August 2026 apartments were 5.3% lower than a year earlier. Villas were 1.7% lower (ValuStrat via Khaleej Times, 22 September 2026).
- Betterhomes counted 8,512 secondary sales in the second quarter of 2026, down 59% on the year.
- Buyer enquiries at Betterhomes were down 33% on the year in the same quarter.
Asking price against sold price
No official asking-to-sold series exists. No body publishes a regular citywide ratio. The table shows what brokers and analysts report.
| Evidence | Figure | Source and date |
|---|---|---|
| JVC, asking price minus sold price | About AED 200 per sq ft, down from over AED 550 a year earlier | Reidin and GCP in Gulf News, 17 May 2024 |
| Citywide | A "net narrowing" of the gap after the three-agent rule | Reidin and GCP in Gulf News, 17 May 2024 |
| Early war period | Offers at 12% to 15% below previous prices; one Palm off-plan flat at 15% below its original price | Reuters, 20 March 2026 (from a search excerpt) |
| Median sold price, March 2026 | Down 3% on the year; value of deals down by half on February | Goldman Sachs in Reuters, 20 March 2026 |
| Mid-2026 | Some areas sell "up to 20% below asking"; a correction of about 15% to 20% "in certain pockets" | Brokers in AGBI, June 2026 |
| Prices in online adverts | Down about 5% on average; the bigger discounts are agreed privately | Another source executive in AGBI, June 2026 |
| Broker example | A 2-bed in Jumeirah Golf Estates listed at AED 2.7m against recent sales of AED 2.2m to AED 2.3m. Asking was 15% to 19% above sold. | Betterhomes, 16 March 2026 (an illustration) |
| Normal seller buffer | About AED 100,000, or 4%, on a AED 2.5m home | Betterhomes, 16 March 2026 |
The advertised price is a weak guide in October 2026. Prices in online adverts fell about 5%. Achieved prices in weak segments fell 15% to 20%, according to brokers.
How long homes take to sell
No reliable citywide series for days on the market was found. Brokers use rules of thumb (Betterhomes, 16 March 2026).
- Few viewings and no offers after two weeks is a signal.
- Sellers are told to cut the price after 30 days.
- 90 days on the market "is usually a warning sign" of a price that is too high.
- The transfer date in Form F is commonly described as 30 days out for cash, and longer with a mortgage.
A buyer can measure time on the market for one advert. Ask for the issue date of the Trakheesi permit and the date of the Form A.
How to use sold prices
- Pull the sales. Get the last 6 to 12 months of registered sales for the same building and bedroom count. Dubai REST and the DLD transactions pages are free. Our tower pages show sold prices for each tower in Business Bay.
- Adjust. Adjust for floor, view, size, and whether the home is vacant or tenanted.
- Separate off-plan. Note off-plan registrations separately. They are at developer list price and distort averages.
- Check what the seller paid. Sites built on DLD data show prior sales of the same unit. A seller with a large gain has room. A seller near cost has none.
- Check for a mortgage on the title. A seller with a mortgage needs time. That seller cannot go below the settlement figure.
- Write the offer. Take the comparables to the offer in writing. Run the price through the deal check on the Investor board first.
Mortgage buyers face a second check. Bank valuations became stricter, so sellers of ready homes need more realistic prices (Gulf News, 17 May 2024). A low valuation is a fair reason to reopen the price. In December 2025 new purchase mortgages averaged AED 1.83m at 73.4% loan to value (Property Monitor).
What is negotiable
| Item | Usual position | Notes |
|---|---|---|
| Price | Open | See asking against sold, above. |
| Deposit | Commonly described as 10% by cheque with Form F | It can be more. A AED 47m Business Bay deal carried a 20% deposit of AED 9.4m. The buyer withdrew. The court awarded the sellers AED 7.52m, which is 80% of the deposit (Gulf Today, 17 August 2026). Negotiate the amount and the forfeiture clause. |
| Who holds the deposit | The broker, as trustee | The cheque is payable to the seller, never to the agent. In the case above the brokerage held the cheque and waited for the court. |
| Transfer date | Open | Tie it to mortgage approval and NOC timing. |
| NOC fee | The seller, by custom | AED 500 to AED 5,000, set by the developer (McCone Properties, September 2026). |
| DLD fee of 4% | The buyer, by custom | The law is commonly described as splitting it, while custom puts it on the buyer. A buyer can ask the seller to share it in a weak market. |
| Trustee fee | The buyer | AED 4,000 plus VAT. AED 2,000 plus VAT for homes under AED 500,000 (McCone Properties, September 2026). |
| Service charges | The seller clears them to the transfer date | Checked at the NOC stage. |
| Furniture and appliances | Open | List them in Form F. |
| Vacant possession | Open | Write "vacant on transfer" in Form F. Write what happens if it is not. |
| Commission | Open | See the commission section. |
| Mortgage condition | Open | Write that the deposit returns if the bank declines or values low. |
Offer tactics that brokers describe
- Come with proof of funds or a mortgage pre-approval. Sellers discount for certainty.
- Put the offer in writing with comparables and an expiry time.
- Ask why the seller is selling and what date suits them. A seller who needs a date will trade price for it.
- Ask for evidence if an agent says another offer exists. Agents report offers. They are commonly described as having no duty to show them.
- A home priced above a buyer's search filter is never seen. So a stale, overpriced home may accept far less than asking (Betterhomes, 16 March 2026).
Cash was 61% of Betterhomes' own deals in the second quarter of 2026, up from about 50% in the first. Another source executive told AGBI in June 2026 that banks moved loan to value back from 70% to 80%. Where most buyers pay cash, cash alone earns little. Speed and an unconditional offer earn more. No published figure for a cash discount was found.
Bidding wars were common in villa communities in 2021 to 2025. Betterhomes said in July 2026 that buyers face less competition overall. It said they still pay a premium for prime, well-located homes.
A tenant in place
Law 26 of 2007, as amended by Law 33 of 2008, covers a landlord who wants the home back. The landlord must give 12 months' notice through a notary or registered mail, to sell or to live in it. This research pass did not re-check that law.
An end-user cannot move in, so the buyers left are investors. Brokers say tenanted homes sell at a discount to vacant ones. No published figure was found.
- Read the Ejari contract.
- Compare the rent with today's market rent.
- Check what notice has been served.
- Check whether the rent is below the RERA index, which limits increases.
Distress sales and prices below the original price
- Reuters saw WhatsApp groups offering units at 12% to 15% below earlier prices. That was within a week of the war starting (20 March 2026).
- An investor with more than 40 Dubai properties sold eight in April and May 2026. The investor told AGBI: "Prices have not completely fallen, but there is a negotiation window now."
- Rohit Bachani of Merlin Real Estate told AGBI that speculative segments feel the fall. He called it "the best entry window we've seen in two years" for end users. This is a broker's view.
- Off-plan resales below the original price need care. The seller must first pay the developer's threshold, usually 30% to 40%. Assignment and NOC fees apply (Totality Estates, September 2026, citing Emaar terms).
- Supply adds pressure. 74,100 homes are due in 2026 and 160,700 in 2027 (Betterhomes, July 2026).
- Construction costs rose with the closure of the Strait of Hormuz. That limits how far developers can cut (Aarna Real Estate in AGBI, June 2026).
Negotiating with developers at launch and at quarter end
| Incentive | Value | Real or marketing |
|---|---|---|
| DLD fee waiver (the 4%) | 4% of the price; AED 80,000 on AED 2m | Real, unless the list price was raised to pay for it |
| Trustee, Oqood and NOC fee waivers | AED 5,000 to AED 10,000 | Small |
| Post-handover payment plan | 30% to 50% paid over 2 to 5 years after handover | Real if the base price matches resale comparables. The "interest-free" cost may sit in the price. |
| Furniture pack | AED 50,000 to AED 200,000 | Real only if the quality is what you would buy |
| Low down payment (5% to 15%) | Timing only | Marketing |
| Rental guarantee | 1 to 5 years | Check it against market rent. It is often priced in. |
This table comes from a brokerage analysis by Gaia Realty, 23 May 2026, based on its own survey of 70 purchases. One 2026 guide says Emaar buyers usually pay the 4%. It says Damac, Sobha, Danube and Azizi often waive it. That is not verified against the developers.
- Order of asks. Ask for a discount on price first, then the DLD waiver, then the payment plan. A price cut lowers the 4% fee too. A waiver does not lower the price recorded for resale comparison.
- At launch. There is little room on the headline price. The room is in unit choice, payment plan and fee waiver.
- After launch. There is more room on unsold units and near handover.
- Direct and through a broker. Ask both ways and compare. Some developers charge the same price with or without an agent. A few give a slightly better price to direct buyers (Real Estate Club Dubai, July 2026). A developer that saves 5% to 8% in commission has that much room.
- Quarter end and year end. Brokers say sales teams discount to hit targets. No published data was found, so this is not verified.
- "Free visa". A Golden Visa depends on a property value of AED 2m under federal rules. The developer pays the processing cost. It does not create the eligibility.
- Compare with resale. Off-plan averaged AED 2,030 per sq ft against AED 1,691 for ready homes in the first quarter of 2026. That 20% gap is larger than any incentive.

How to choose an area, a tower and a unit in Dubai: 30 checks
Check four things in order before you offer: the area, the building, the unit and the paper.
Area (checks 1 to 8)
- Supply coming nearby: units due within 3 years in the same community. Across Dubai, 74,100 homes are due in 2026 and 160,700 in 2027.
- Sold price trend for the area over 12 and 36 months, for resale only.
- Rental demand: the number of Ejari contracts, the median rent for the bedroom type and the days to let.
- Gross yield, then net yield after service charge, management and vacancy.
- The gap between off-plan and resale prices in the area. A wide gap means new homes are overpriced or old homes are weak.
- Transport and access at peak hours: the metro, the main road exit and the school run.
- Schools, clinics and a supermarket within the trip you will make each day.
- The master developer and community management: who runs roads, landscaping and security, and at what community fee.
Building (checks 9 to 18)
- Service charge per sq ft per year for the last three years. Use the RERA service charge index in Dubai REST, or Mollak. Check the trend.
- Whether district cooling (chiller) is in the service charge or billed to the owner. Check the provider's capacity and consumption charges.
- The developer's record: handover delays, defects and resale prices of its older buildings.
- Build quality and age: lifts per floor, facade, water leaks, age of the AC plant and major works to come.
- The balance of the reserve (sinking) fund, and any special levy planned.
- The owners committee: whether one exists and what the minutes say. Check the management company's name and record.
- Occupancy and the share of owner-occupiers. Buildings full of short lets wear faster.
- Short-let rules: whether the building or developer restricts holiday homes, and the DET permit position.
- Parking: the number of titled spaces, visitor parking and EV charging.
- Arrears: the share of owners behind on service charges. High arrears mean poor upkeep later.
Unit (checks 19 to 25)
- The view and what could be built in front of it. Check the plots next door on the master plan.
- Orientation: west-facing units run hotter and cost more to cool.
- Floor: lift waiting time, and noise from the road, the podium or plant rooms.
- Layout: net internal area against the title deed area, and the share taken by balcony and corridor. Compare price per usable sq ft.
- Condition: AC units, wet areas, windows and joinery. Get a snagging or pre-purchase inspection.
- Occupancy status: vacant, or tenanted with what rent, what expiry and what notice served.
- Sold comparables for the same unit line and bedroom type in the last 12 months. Our tower pages list them for Business Bay.
Paper (checks 26 to 30)
- Title deed checked in Dubai REST. The owner's name matches the passport of the person signing. Check for any mortgage or block.
- Seller's authority. A power of attorney must be notarised, recent and specific to the sale. DLD trustee offices verify them. Speak to the owner directly.
- Broker: BRN, ORN, a Form A in place and a Trakheesi permit that matches the unit.
- Money: the deposit cheque goes to the seller named on the title deed. Off-plan payments go only to the project escrow account. Keep receipts for everything.
- Form F terms: price, deposit and forfeiture, transfer date, and who pays the NOC and DLD fees. Also vacant possession, inclusions, and mortgage and valuation conditions. For off-plan, check Oqood registration, the escrow account number, the completion date, delay remedies and the assignment threshold.
The Investor board covers budget, the deal check and area returns. The map of towers shows what stands next to a building.

Real estate scams in Dubai, and where to complain about a real estate agent
Most scams fail against four checks: the broker card, the advert permit, the title deed and the name on the cheque.
| Scam or practice | How it works | Real case and date | How to avoid it |
|---|---|---|---|
| Fake or bait adverts | A below-market advert draws calls. The unit has "just sold". The agent offers others. | Craig Brown said agents "falsely claim they have direct access to landlords and sellers, just to generate leads". DLD gave three days in February 2024 to remove fake adverts (Khaleej Times, 3 March 2024). | Scan the QR code before you call. Ask for the permit number and the Form A before a viewing. |
| Duplicate adverts | Many agents advertise one unit at different prices. | The three-agent cap from 2024 "significantly reduced" duplicates (Gulf News, 17 May 2024 and 1 July 2026). | Compare permit numbers. Ask which broker holds a Form A from the seller. |
| Misused developer NOCs | Agents used a developer's NOC to advertise resale units that the developer had already sold. | Described by Jeff Raju Kuruvilla of Manifest Real Estate (Khaleej Times, 3 March 2024). | For one off-plan unit, ask for the developer NOC that names the unit, or the unit-level DLD permit. |
| "Verified" badges on wrong permits | A permit for a land plot is used to verify an apartment advert. | Salman Bin Ali's review of online adverts (Gulf News, 1 July 2026). | Scan the QR code yourself. Check the permit shows the same type, size, building and brokerage. |
| Unlicensed agent | The agent has no card, a lapsed card, or only the company's licence. | An Abu Dhabi court ordered an unlicensed broker to refund AED 100,000 of commission. It dismissed his AED 200,000 claim. This was an Abu Dhabi case under Abu Dhabi law (Gulf News, 24 October 2025). | Check the BRN and the broker card in Dubai REST. Check the agent is listed under the firm. |
| Fake landlord and deposit theft | An advert shows a low price. The victim pays a deposit to "secure" the unit. Then there is silence. | Dubai Police arrested a man for fake rental adverts (Gulf News, 29 June 2025). Another victim lost AED 8,000 on a fake holiday home. | Check the title deed in Dubai REST before any payment. Pay by cheque to the owner named on the deed. Report by the Dubai Police app or on 901. |
| Forged documents and impersonation | A gang forged the owner's signature and developer papers. It sold two Palm Jumeirah plots for AED 27m. A woman in a niqab posed as the owner. The real owner had sent passport and title copies to a contact to find a buyer. | The fraud took place in June 2018 and nine people were tried in September 2019. The buyer found out when a guard said his name was not on the owners' list. The verdict was not found (Gulf News, 30 September 2019; Khaleej Times). | Check that the owner's name on the title deed matches the passport of the person signing. A power of attorney must be notarised, recent and specific. Speak to the owner directly. |
| Off-plan from unregistered projects | Units are sold before RERA registration and escrow. | Three developers were fined AED 500,000 each (Gulf News, 2 June 2024). | Check the project, the developer and the escrow account in Dubai REST. Pay only into the project escrow account. |
| Hidden true owner price | The agent quotes the buyer more than the owner asks and keeps the gap. Or the agent blocks contact with the owner. | Reported by buyers on forums. A Court of Cassation case (688/2024) concerned a buyer who alleged a broker caused overpayment. The judgment could not be read. Not verified. | Check sold prices for the building and what the seller paid. Speak to the owner. The price in Form F is the price both sides sign. |
| Double commission | One firm takes 2% from each side without telling either. | Legal if disclosed. No enforcement case was found. Not verified. | Ask in writing whether the firm is paid by both sides. If it is, ask for a lower buyer rate. |
| Pocket listings | The unit is sold off-market inside the agent's own network before it is advertised. | Legal. The buyer sees less of the market and the seller gets fewer bids. No case. | Check registered sold prices for the building before you offer. |
| Cheque made out to the agent | A deposit or EOI cheque is made payable to a broker or an individual. | Dubai Police advise against paying booking funds to personal accounts. EOI cheques go to the developer or escrow only (Angel in Dubai blog, 4 October 2026; RERA advice in Gulf News, 2 June 2024). | Make the deposit cheque payable to the seller named on the title deed. Make an EOI cheque payable to the developer or the escrow account. |
| Pressure launches and EOI games | Expression of interest (EOI) deposits of AED 20,000 to AED 100,000 are taken before launch. Launches can draw three to five times as many deposits as units. Refunds take 14 to 45 business days. Some reservation fees are non-refundable. Some agents hold cheques and do not lodge them. | An EOI is not a contract and confirms no unit. David McCormack, a broker executive, called in public in 2026 for refundable pre-launch EOIs to stop or change. Sources: Angel in Dubai, 4 October 2026; Driven Properties, 2 April 2026. | Get the refund terms and timing in writing before you pay. Remember that an EOI confirms no unit. |
| Guaranteed-return schemes | "8% to 12% guaranteed for 5 years", common in hotel apartments. | No UAE law licenses or insures a guaranteed return. It is only a contract promise. In 2026 investors reported operators stopping guaranteed payments and citing force majeure. Those reports are social posts and are not verified. Lawyers at BSA and Al Tamimi commented on force majeure for the regional conflict. They said it "is not tenable under current circumstances" (Khaleej Times, 21 April 2026). | Read the guarantee as a promise from one company. Compare the promised return with market rent. |
| "Flip before handover" promises | The agent says you will resell at a profit after paying 20%. | Developers block assignment until 30% to 40% is paid and charge fees. Resale volumes fell sharply in 2026 (Totality Estates, September 2026; Betterhomes, July 2026). | Ask for the developer's assignment threshold and fees in writing before you book. |
| Rental guarantee clawbacks | The guaranteed rent is priced into the purchase, or ends early under the contract terms. | "Guarantees above market rent are often recovered in the purchase price" (Gaia Realty, May 2026). | Compare the price with resale comparables and the guaranteed rent with market rent. |
| Developer does not deliver | The buyer sues for a refund. | The Dubai Real Estate Court ordered a developer to return AED 955,715, plus AED 150,000 compensation and 5% interest (Gulf Today, 24 March 2026). A Dubai appeal court ordered AED 12.4m returned to an investor (Gulf Today, 27 March 2025). | Check Oqood registration, the escrow account number, the completion date and the delay remedies in the contract. |
| Fake reviews | Paid or staff-written Google reviews. | No UAE enforcement case was found. Not verified. | Ask the agent for three recent deals in your building, with size, price and date. Check them against registered sales. |
Dubai Police have warned for years against buying or renting through Facebook adverts. Fraudsters there used fake IDs and tenancy contracts (Gulf News).
Where to complain, and what happens
| Body | For what | How | Likely outcome |
|---|---|---|---|
| DLD and RERA | Broker conduct, false adverts, wrong fees, unregistered projects | Real Estate Violation System at rvs.dubailand.gov.ae; the DLD complaint e-service; Dubai REST | A warning, a fine of AED 50,000, suspension for up to three months, or cancellation for repeat offences |
| Dubai Police | Fraud, forgery, theft of deposits | Dubai Police app, 901, or the eCrime service | A criminal case. Recovery of money is not assured. |
| Dubai Courts, Real Estate Court | Refunds, commission disputes, deposit forfeiture | Through a lawyer. DLD first tries to settle the matter amicably. DLD cannot cancel a developer contract at the buyer's request. | A judgment plus 5% legal interest |
| Rental Disputes Centre | Tenancy | rdc.gov.ae | An order |
| DET consumer protection | Misleading advertising or unfair practice by a business | consumerrights.gov.ae or 600 54 5555 | Mediation. Real estate cases are commonly described as being referred to DLD. |
If a project is cancelled, the developer must return payments within 60 days of the cancellation decision. If it does not, the matter goes to court (DLD FAQ, October 2026).

Is a "verified" advert from a real estate company in Dubai proof that it is real?
No, a verified badge on an online advert is a product of the website, and DLD does not issue it.
Listing websites say they check adverts against Trakheesi permits and QR codes before the adverts go live. One site says automatic sweeps remove "thousands" of duplicate or misleading adverts a day. That is a marketing claim and gives no count.
The weakness showed on 1 July 2026. A Dubai realtor, Salman Bin Ali, told Gulf News what he had found. "Verified" apartment adverts used permits that belonged to a different property. Some permits were for land plots of a different size.
He asked the websites to match property type, size, building, unit and permit validity before publishing. He also asked them to stop brokers editing key details after the permit is pulled.
- Scan the QR code on the advert yourself.
- Or enter the permit number in "Verify License and Permits" on dubailand.gov.ae or in Dubai REST.
- Compare the permit with the advert: property type, size, building and brokerage.
- Keep a screenshot of the permit result.

What real estate agents in Dubai say buyers get wrong
Agents say the most common mistake is to negotiate from the advertised price and not from sold prices.
- Negotiating from the asking price. The larger discounts are agreed privately and never show in online adverts (another source executive in AGBI, June 2026).
- Looking only at off-plan, or being shown only off-plan. Large brokerages have an "off-plan bias". Ask to see both (Oliva, March 2026).
- Choosing a firm and not an agent. Ask for someone who closed 10 or more deals in your community in the past year. Ask for three recent comparables with building, size, price and date (Oliva, March 2026).
- Judging incentives by the headline. Buyers who modelled total cost were 84% satisfied. Buyers who relied on marketing summaries were 62% satisfied (Gaia Realty, May 2026; its own survey of 70 buyers).
- Ignoring service charges and chiller costs when working out yield. Brokers say this generally.
- No mortgage pre-approval before searching. Many buyers also do not know that fees cannot be added to the loan (McCone Properties, September 2026).
- Treating an EOI as a booking. It confirms no unit (Driven Properties, 2 April 2026).
- Assuming an off-plan unit can be sold before handover. It cannot until the developer's paid threshold is met (Totality Estates, September 2026).
- Not checking dual agency. "If the agent represents both sides, negotiate a reduced buyer commission" (Oliva, March 2026).
- Trusting a badge. Verified adverts have carried wrong permits (Gulf News, 1 July 2026).
- Skipping the paper trail. Keep the BRN and ORN you verified, permit screenshots, signed forms and receipts that show the destination account (Homesae, 2026).
- The seller's mirror error: a price that is too high. A home above the buyer's filter is invisible. After 90 days it is stale and open to a low offer (Betterhomes, 16 March 2026).

Questions about real estate agents, brokers and real estate companies in Dubai
These are short answers to the questions buyers search most about agents and brokerage in Dubai.
Do I need an agent to buy in Dubai?
Developers sell off-plan homes direct, with or without an agent. On a resale, a buyer's agent acts for you only under a Form B that you choose to sign. Compare the price both ways before you decide.
How do I check a real estate broker in Dubai?
Ask for the BRN, the ORN and a photo of the broker card. Enter the number in "Ecard verification" in the free Dubai REST app. Check that the agent is listed under the firm that is dealing with you.
How do I check a real estate company in Dubai, or a real estate company near me?
Ask for the office registration number (ORN). Look it up in the office lookup in Dubai REST. The firm also needs a trade licence from the Dubai Department of Economy and Tourism.
Who pays the real estate agent commission in Dubai?
On a resale the buyer usually pays 2% plus VAT, and a seller with an agent may also pay 2%. On off-plan the developer pays the broker. On a rental the tenant pays 5% of annual rent plus VAT.
Can I negotiate commission with a Dubai broker?
Yes. No law fixes the rate. Agree it before the first viewing and write it in Form B.
Do I pay VAT on agent commission?
Yes, 5% VAT applies to the commission, which makes 2% equal to 2.1% of the price. Ask for a tax invoice with the brokerage's TRN. A brokerage that is not registered for VAT should not charge it.
When do I pay the commission?
By convention commission is paid at the trustee office on the day of transfer. Never pay commission before the transfer.
Who is the most trusted real estate agency in Dubai?
No official ranking of trust exists. Check any firm yourself: look up its ORN and the agent's BRN in Dubai REST. Then ask the agent for three recent deals in your building and check them against registered sales.
Which are the top 10 real estate agencies in Dubai?
DLD publishes no league table of brokerages that the research could find. The "top 10" lists online are written by brokerages and are marketing.
Who is the biggest real estate agent in Dubai?
There is no official answer. Size claims such as agent counts and advert counts are reported by the firms themselves.
Who is the top real estate agent in Dubai?
DLD does not publish a ranking of agents. Ask an agent how many deals he or she closed in your community in the past year.
How much does a real estate agent earn in Dubai?
Average earnings are about AED 18,000 a month. Top performers earn over AED 1 million a year (The National, 30 October 2025).
What is the difference between a real estate agent and a real estate broker in Dubai?
In daily use the two words mean the same person. DLD registers that person as a broker with a BRN and a broker card. The firm is the brokerage and holds an ORN.
How many brokers and brokerage offices are there in Dubai?
DLD counted 32,294 registered brokers and 9,785 brokerage offices at the end of 2025. Other sources give about 39,776 active brokers and more than 7,900 brokerages, so sources disagree.
How much does the Dubai broker exam cost?
The DLD Real Estate Brokerage Exam costs AED 772.50 as of October 2026. The exam plus the Real Estate Knowledge Bank costs AED 1,087.50.
What are Form A, Form B and Form F?
Form A is between the seller and the listing broker. Form B is between the buyer and the buyer's broker and states the commission. Form F is the sale contract between buyer and seller.
Can an agent give me cash back on an off-plan purchase?
Brokers do pass part of the developer's commission to buyers. The research found no source that says RERA permits or bans this. Get any rebate in writing on company letterhead with a payment date.
What is an EOI in Dubai real estate?
An expression of interest (EOI) is a deposit of AED 20,000 to AED 100,000 taken before a launch. It is not a contract and confirms no unit. Refunds take 14 to 45 business days.
Where do I complain about a real estate agent in Dubai?
Complain to DLD and RERA through the Real Estate Violation System at rvs.dubailand.gov.ae or through Dubai REST. Report fraud to Dubai Police by the app or on 901.
Why do agents in Dubai push off-plan?
Developers pay brokers 5% to 10% on a new home, against 2% on a resale. Ask what the developer pays on the project. Ask to see resale comparables in the same area.
