Jumeirah Village Circle (JVC), Dubai: the area, the buildings and what homes sell for

A large freehold community of apartment buildings, villas and townhouses between Al Khail Road and Sheikh Mohammed Bin Zayed Road. This page covers the place first and the property second.

James Paul Booth
The agent's view
“JVC is a buyer's market today. Sales are 52% down on a year ago, and 26% of resales went for less than the seller paid. Adverts ask about 16% more than homes actually sell for, so make your offer from sold prices, not the asking price. There are 14.6 months of homes for sale at today's pace. Take your time and let sellers come to you. Be careful with off-plan here: only 7 of the 34 projects due by now are finished. Buy completed, or buy from a developer that has handed over on time.”

What is Jumeirah Village Circle (JVC)

Jumeirah Village Circle (JVC) is a large freehold community in the south-west of Dubai, planned by the developer Nakheel and launched in 2005.

JVC mixes Nakheel villas and townhouses with several hundred apartment buildings by other developers. Nakheel sold most plots to those developers. Nakheel built the roads, the parks and the mall. JVC is about half of a wider plan called Jumeirah Village. Al Khail Road cuts that plan into the Circle and the Triangle (JVT).

Nakheel is the master developer. Nakheel has been part of Dubai Holding since 16 March 2024. A Cavendish Maxwell consultant and several property sites describe JVC as freehold. We did not read the decree that sets this, so we could not confirm the legal basis ourselves. This page is information, not advice.

How big is JVC

Nakheel says JVC covers 560 hectares. That is 5.6 sq km, or about 60.3 million sq ft by our conversion. Sources disagree on the area.

  • A 2015 Nakheel statement in Gulf Business says about 570 hectares.
  • Khaleej Times and the directory Propsearch say over 870 hectares. Propsearch also gives roughly 900 hectares for the Jumeirah Village plan of 2004.
  • These larger figures may cover the Circle and the Triangle together. We could not confirm this.
  • The municipal community with code 681 covers 6.8 sq km. That is a government boundary, not Nakheel's plot.
  • The engineering firm Dar designed a Nakheel villa zone of 250 hectares inside the plan.

Nakheel said in 2016 that JVC has 33 landscaped parks covering about 4 million sq ft. Nakheel has given two planned populations: over 250,000 in 2015 and 300,000 in 2016. Sources disagree, and both figures are Nakheel's.

When was JVC launched

JVC was launched in 2005, according to Khaleej Times. Propsearch says Nakheel announced Jumeirah Village in 2004. The news site AGBI says Nakheel began building JVC in 2005. No Nakheel page that we read gives a launch date.

How many buildings and homes are in JVC

There is no single agreed count. Each source counts in a different way.

Counts of Nakheel's own homes also disagree. One Nakheel page says "over 700 villas" and also "more than 2,000 villas and townhouses".

  • For the 2013 handover, Khaleej Times gives about 300 two-bedroom villas and about 400 townhouses.
  • Gulf Business gives 615 villas and townhouses for the same handover.
  • Propsearch gives 615 villas and 400 townhouses.
  • In 2015 Nakheel delivered 90 four-bedroom villas of 3,655 sq ft each.

We did not find the original plan for the whole of JVC. Dar's detailed design covers 1,573 two-storey villas. Dar gives a population of 34,000 for its villa zone. The builder EllisDon lists 2,188 villas and townhouses in "Jumeirah Village South". That figure may include the Triangle. We could not confirm it.

How many people live in JVC

Sources disagree by a wide margin. The Dubai Statistics Centre series shows about 31,000 people in 2023. Nakheel said 95,000 in April 2021.

Nakheel's 95,000 is three times the Statistics Centre figure. We could not confirm the reason. We could not open a Statistics Centre file directly. The two 2024 figures do not match, and we could not check either one.

What Nakheel still controls in JVC

  • Circle Mall. Nakheel developed the mall. The mall website now carries a "Dubai Retail" label and a Dubai Holding Asset Management privacy notice. No page that we read states the legal owner.
  • Community management. In November 2020 Nakheel launched Nakheel Community Management. It runs owners' committee meetings and facilities management across Nakheel communities. The list names "Jumeirah Village".
  • New building. A Nakheel project called Ibis at Jumeirah Village Circle is due in December 2027. This is one property portal's claim.
  • Not confirmed. We could not confirm whether Nakheel still issues no-objection certificates in 2026. We also could not confirm whether it charges a master community fee.

What the sale records show now

  • Sales fell by half. JVC had 4,501 sales from March to August 2026. That is -52% on the same months of 2025. Off-plan sales fell 60%. Sales of completed homes fell 35%.
  • One in four resales of a completed home was below the price the seller paid. The share was 26% of 259 resales in July to September 2026. It was 6% a year before. Fees are not counted.
  • Resale before completion gives little gain on paper. 41% of 117 off-plan resales in July to September 2026 were registered at the price the seller paid. It was 22% a year before.
  • Asking prices are above sold prices. Completed 1-bed apartments are advertised at AED 1,380 per sq ft. Sales in the last 3 months were at AED 1,187, so the gap is 16%.
  • There are many homes for sale. 5,462 completed homes are advertised. At the sales pace of the last 12 months, that is 14.6 months of stock.
  • Most projects that were due are late. The Dubai Land Department project register lists 34 JVC projects with an end date before 11 October 2026. 7 are finished.

Where is JVC in Dubai

JVC is in the south-west of Dubai, with access from Al Khail Road, Hessa Street and Sheikh Mohammed Bin Zayed Road.

Which roads are around JVC

Nakheel names three access roads. No source that we read names the road on each of the four sides. Published descriptions disagree.

  • Al Khail Road (E44). This road separates the Circle from the Triangle. One property portal puts it on the north-west side. One area guide calls it the western boundary.
  • Hessa Street (D61). The Roads and Transport Authority (RTA) is rebuilding 3 km of Hessa Street between Al Khail Road and the E311. That stretch runs along JVC. Circle Mall is off Hessa Street.
  • Hessa Street, which side. One area guide calls Hessa Street the southern boundary. The list of neighbours below puts Al Barsha South to the east. The RTA plans ramps from JVC to Al Barsha South at Hessa Street. Sources disagree.
  • Sheikh Mohammed Bin Zayed Road (E311). One area guide calls it the eastern boundary. We could not confirm the exact side.
  • Al Khamila Street. It meets Al Khail Road at the next junction after Hessa Street. The RTA plans a 780 m bridge from it into JVC.
  • The fourth side. We could not confirm it. One news report places JVC "opposite Emirates Hills". One property portal lists The Springs as a direct neighbour.

Please check a map before you rely on any side named above.

Which areas are next to JVC

  • Property sites place Jumeirah Village Triangle (JVT) to the west and Dubai Sports City to the south.
  • They place Al Barsha South and Arjan to the east, and Emirates Hills to the north.
  • A different one lists The Springs and Dubai Production City as neighbours.
  • Motor City is nearby but not next to JVC.
  • The RTA says its Hessa Street works serve JVC, Arjan, Dubai Science Park and Al Barsha South.

OpenStreetMap places the centre of JVC at 25.0566 N, 55.2080 E. It places District 16 at 25.0712 N, 55.2109 E, at the north end.

JVC districts: what is where

JVC has nine districts, numbered 10 to 18, in the list used by Propsearch. Villas are in District 16 and the centre. Townhouses are in District 12. Apartment buildings fill most other plots.

  • Centre. 90 four-bedroom Nakheel villas, called Circle Villas, stand in a ring around the main park.
  • District 16. Nakheel's two-bedroom villas are here, at the north end.
  • District 12. Nakheel's townhouses are here.
  • Other plots. Apartment buildings range from five-storey blocks to high-rise towers, a broker (Driven Properties) says.
  • Districts 11, 14 and 15. Portal listings also show small groups of villas or houses in these districts.
  • Circle Mall. One of those listings places the mall in District 15. A Nakheel release places the Circle Mall mosque in District 11. Sources disagree. The mall is not at the centre of the circle.
  • Layout in those listings. One says later phases extended outward in a more regular grid. One says Districts 10 to 15 are triangular with uniform plots.

Nakheel says the homes are "constructed in a circular pattern". The districts branch around a central section. Khaleej Times says all districts except District 16 have similar plots.

Sources disagree on the number of districts. Khaleej Times says six. EllisDon says 17 for "Jumeirah Village South". One property portal says 18. We could not confirm what the district numbers mean. We could not confirm why the list starts at 10.

We could confirm only one internal street name: Bijada Boulevard South, in District 13. One area guide says two ring roads and radial roads spread traffic inside JVC. This is a guide's claim.

Named sub-communities in JVC

  • Propsearch lists Circle Villas, Royal Park South, Ashton Park (under development) and Angelica Residences (cancelled).
  • Property sites describe the next three sub-communities.
  • Seasons Community is in District 15, with 677 apartments and 13 townhouses.
  • Bloom Towers is in District 10, with three buildings and over 900 units.
  • Emirates Gardens is in District 12.
  • Belgravia, by the developer Ellington, and Diamond Views are also named. We could not confirm their districts.

What is JVC District 19

Some property sites and one broker use "District 19" for the central Circle Villas. The Propsearch list ends at District 18. Treat District 19 as their label for the centre, not a confirmed official district.

JVC or Al Barsha South Fourth: the official area name

The official name of JVC is Al Barsha South Fourth, community code 681. Dubai's government divides the city into numbered communities, and JVC is one of them.

  • The Dubai Land Department list of old and new area names shows code 681. The old name is "Jumairah Village First". The new name is "Al Barsha South Fourth".
  • Code 684 changed from "Jumairah Village Second" to "Al Barsha South Fifth". This is probably JVT. The list does not say so.
  • A title deed, an Oqood certificate or an official sales record will say "Al Barsha South Fourth". It is the same place as JVC.
  • Official rankings use the official name. When the Land Department says "Al Barsha South Fourth topped the list", it means JVC.
  • In daily speech, "Al Barsha South" means a different place across Hessa Street. Do not confuse the two.

JVC roads, traffic, parking and transport

Most JVC residents need a car: the exits are slow at peak hours, street parking is paid, and there is no metro station.

Which roads serve JVC

Three main roads serve JVC: Al Khail Road (E44), Hessa Street (D61) and Sheikh Mohammed Bin Zayed Road (E311). Al Khamila Street meets Al Khail Road one junction after Hessa Street. Sources disagree on which road is on which side. See "Where is JVC in Dubai" above.

JVC entries and exits

We could not confirm how many entries and exits JVC has today. We found no official count.

  • Before October 2016, JVC had two entry and exit points. Both were on Al Khail Road and close together.
  • Nakheel then added three access points to Hessa Street for AED 18.5 million.
  • A community blog says "two on Hessa Street and two on Al Khail Road". We saw this only as a search excerpt. Sources disagree.

New JVC exits and roads that are planned

Three sets of works are planned. No end date is published for any of them.

  • Four new access points. The RTA and Dubai Holding agreed these on 2 March 2025. The RTA project page adds 10 extra lanes and 15 traffic signals for JVC and JVT. We could not find the locations.
  • Hessa Street Phase II bridge. A 780 m bridge between Al Khamila Street and JVC, with three lanes each way. The junction will carry about 16,800 vehicles an hour.
  • Hessa Street Phase II ramp. A 680 m two-lane ramp from JVC to Hessa Street towards Al Khail Road, for 16,800 vehicles an hour.
  • Hessa Street Phase II second ramp. A 1,050 m ramp from JVC towards Al Barsha South. The junction will carry about 11,200 vehicles an hour.
  • Hessa Street Phase II tunnel. A 480 m two-lane tunnel from JVC towards the E311.
  • Al Kahraba Street exit. The RTA told a resident on X on 2 February 2026 about a later phase. It said "future phases will include a new exit from JVC to Hessa Street via Al Kahraba Street".

The same RTA reply said the remaining Hessa Street phases were expected "by the second quarter of 2026". That does not fit the facts. The RTA awarded the Phase II contract only on 22 February 2026. One resident post says late 2027 or early 2028. We could not confirm that date.

JVC traffic: how bad is it

Traffic at the exits is the most common complaint about JVC. One news report measured a clear improvement after Hessa Street opened in April 2026. Residents still report long waits at new traffic signals.

News measurements.

  • Khaleej Times, 21 April 2026: a JVC resident who works in Barsha Heights described his peak commute. It fell from close to one hour to 20 to 25 minutes.
  • The same report checked Google Maps. The estimate fell from about 40 minutes to about 25 minutes.
  • Residents in that report said slow stretches remain near busy junctions.
  • This is the only published measurement we found. We found no RTA travel time for the JVC exits.
  • Gulf News, 2015 to 2016: the morning peak, 7:00 am to 9:30 am, was the worst time. One resident said each trip out and back added about 10 minutes.
  • In those years, a return trip meant a U-turn on Al Khail Road or a loop of 10 to 12 km.
  • Another resident said a 10-minute commute to Internet City took about 40 minutes at peak.

Official statement. The RTA wrote on X on 2 February 2026 that new direct connections "have significantly improved accessibility". We found no Dubai Municipality statement on JVC traffic.

Peak hours. One area guide gives the peaks as about 7:30 am to 9:30 am and 5:00 pm to 7:30 pm, Monday to Friday. The same guide says the exits onto Al Khail Road "have limited capacity during peak hours". This is a guide's claim.

Resident reports. These are posts by residents, not measurements. We read most of them as search excerpts.

  • "The worst thing about it by a long way is the traffic" (a resident quoted by The National, February 2023).
  • "The exits are all blocked during rush hour" (a resident post, August 2025).
  • A new resident told AGBI in January 2025 that mornings were "not as bad as was made out". The Al Khail Road bridge had just opened.
  • "The usual 25 minutes it takes for me to exit to Al Khail Road from JVC has been drastically reduced" (a resident post, undated).
  • A social media group post says traffic "has definitely improved since Hessa Street was widened" (date not confirmed).

Complaints about the new signals and the one-lane merge. All are resident posts. We could not confirm the dates.

  • "It took 2 minutes to exit, now 15 minutes just standing on the light."
  • "Got stuck at the signal near the exit for about 20 mins in morning."
  • "Hessa exit through Al Khail is a nightmare. 3 lanes of highway traffic merging into a single lane."
  • "Those traffic lights are not gonna fix anything as long as there is still the 1-lane bottleneck just before Al Khail Road."
  • A comment on the RTA's Phase II video asks the RTA to "get rid of those traffic lights at JVC/Arjan".

In a sample of 549 forum comments from 2020 to 2026, about 95 mention traffic at the exits. This is a keyword count, so it is approximate. Complaints go back to 2018 in Gulf News.

Traffic inside JVC. Before paid parking, residents described cars on pavements, double parking and blocked entrances (Gulf News, 11 September 2026). Water on the road has also caused delays. A resident post (November 2024) reported water near the Hessa Street exit. Resident posts (June 2026) reported a burst pipe that flooded Exit 1 towards Al Khail Road. We could not confirm internal speed limits or reports about delivery riders.

District 16 becomes a paid zone on 15 October 2026. Each eligible property gets two resident allocations. Residents had to register by 13 October 2026 with a title deed, an Ejari and a lease. Extra cars pay the standard rate.

  • We could not confirm whether the District 16 allocations are free or need a paid membership. Gulf News words it both ways.
  • The page for zone P105 does not mention a resident allocation. We could not confirm one for the rest of JVC.
  • We could not confirm who appointed Parkonic, the towing rules or the number of paid bays.
  • Neighbouring JVT is different. A property portal says JVT has been a Parkin zone, code 684T, since December 2025.

What residents say. Views are split. Gulf News spoke to residents on 11 September 2026.

  • Residents said the streets are less cluttered and have fewer abandoned cars. One said "the area has been decluttered a lot".
  • One household with three cars estimated about AED 1,500 in street charges. The period is not stated.
  • Visitors use free sandy plots further away. A resident called Circle Mall one of the few free places to park.
  • A resident post (March 2026) has the title "10k AED parking fee per car per year in JVC". We could not confirm that figure.
  • In the forum sample, parking has four dedicated threads from September 2025 to March 2026.

Parking that comes with a JVC apartment

Most one-bedroom and two-bedroom apartments come with one space, according to resident reports. Check the title deed or the lease for each unit.

  • "Most 1&2BR apartments only get 1 parking space" (a resident post, date not confirmed).
  • A property portal lists one space per apartment at Park View Residence.
  • A resident told Gulf News that many buildings lack enough spaces for larger families (11 September 2026).
  • An extra bay rents for AED 250 to 450 a month. This is a claim by the parking site Parklynn.
  • We could not confirm guest parking rules by building.

Buses in JVC

Route J01 is the only bus route that the RTA route list names for JVC. It runs between Mall of the Emirates Bus Station and JVC. It connects to the Red Line metro at Mall of the Emirates.

  • Sources disagree on frequency: every 15 to 25 minutes, or about every 30 minutes.
  • Timetable sites say the first bus is at about 6:00 am and the last at about 11:45 pm.
  • The same sites give 25 to 40 minutes to the metro.
  • Route J02 does not serve JVC. The RTA lists it as IMPZ to Mira.
  • One property portal also lists routes F29, F30, F31, 84, X47 and 87 for JVC. We could not confirm them.
  • The RTA list shows route 84 as Al Khail Gate to JBR. It has no X47 or 87.
  • One area guide names "Route 88". We could not confirm it.

Is there a metro station in JVC

No. JVC has no metro station today. A station on the new Gold Line is planned, with opening set for 9 September 2032.

  • Nearest station now. Mall of the Emirates, on the Red Line.
  • Dubai Internet City station. Sources disagree on the distance: about 5 km or about 9 km.
  • Travel time to these stations. Portals give 10 to 15 minutes by taxi to Mall of the Emirates outside peak hours. One gives about 9 minutes by car to Dubai Internet City.
  • Gold Line. Approved on 22 April 2026. It is 42 km long and fully underground. It has 18 stations and costs about AED 34 billion.
  • JVC on the route. The official route names Jumeirah Village Circle. The planned opening date is 9 September 2032.
  • Station site. The exact site is not confirmed. Time Out read the RTA's 2032 map. It puts one JVC stop between Dubai Miracle Garden and Dubai Production City.
  • Tenders. Gulf Business reports tenders in 2026 and contract awards in 2027.
  • Blue Line. The Blue Line does not reach JVC, Gulf News reports.

One broker says a Blue Line station at JVC is confirmed for 2029. This contradicts the official sources. We found no official support for it.

FloodingDislikeSee the storm notes belowApril 2024 to June 2026

Some quotes show the tone. "You get everything inside the community" (Gulf News, July 2025). "There's a real neighbourhood feel" (The National, February 2023). Residents told Gulf News they reach Business Bay or Downtown in 15 to 20 minutes.

Did JVC flood in the April 2024 storm

The evidence for JVC is thin. We found no report of flooded JVC buildings. The storm of 16 April 2024 brought 164 mm of rain at Dubai airport.

  • On 22 April 2024, The National named JVC among the areas worst affected by traffic after the storm.
  • Khaleej Times (21 April 2024) quotes one man about a friend's JVC neighbourhood. He said it was "water-logged up to the waist". This is one person's account.
  • A forum rain thread has six JVC comments from 16 to 17 April 2024. They mention very heavy rain and a lost number plate.
  • On 2 May 2024 water gathered on one JVC street and was "cleared immediately", Khaleej Times reported.
  • A resident post (June 2026) says a burst pipe near Exit 1 was a district cooling line. It says connected buildings lost cooling. This is one source.

Build quality in JVC buildings

Build quality differs from building to building, according to reports. Many different developers built JVC. All points below are reports, not findings of fact.

  • Propsearch says quality "ranges from well finished larger developments to shoddy, smaller ones".
  • A resident post (April 2020) says each building has a different developer, and some are small firms without building experience.
  • Named positively, resident reports. Ellington (Belgravia, Harrington House), for maintenance (July 2026). Green Group (Signature and Autograph buildings) and Iman (Oxford buildings) (September 2024).
  • Binghatti, resident reports conflict. One owner calls it good value (a resident post, February 2025). Another writes "avoid jvc and binghatti combination" (a resident post, January 2026).
  • One large apartment community, resident reports. Three resident posts (June to August 2026) criticise it. They report rain leaks, wall cracks, slow repairs and cockroaches. We could not confirm that three different people wrote them.
  • A tenant review site shows 25 of 95 JVC reviews, with 3 stars overall. Each complaint names a different building.
  • One resident post (September 2024) says building quality "has improved significantly" in newer buildings.

Is JVC safe

We found no crime data for JVC. One broker guide says it found no suitable data and did not rank JVC. Dubai Police publish scores for the whole emirate only.

  • A resident told The National in 2023 that lighting is poor in many areas. As a single woman, she did not always feel safe walking home late. She had not heard of anyone being hurt.
  • One resident post (August 2025) says JVC "feels unsafe at night".
  • A tenant review from April 2016 has the title "Safe for Single Ladies".
  • One resident post (December 2025) describes police taking e-bikes in JVC.

Is JVC a good place to live: good for

Reviewers on one property portal give JVC 4 out of 5, from 159 reviews. They score "family friendly" 4.2 and "parks nearby" 4.5. Based on the reports above, JVC suits these groups.

  • Renters who want lower rent than Dubai Marina or Downtown.
  • Young professionals and couples.
  • Pet owners and people who use parks.
  • People who want shops within walking distance.
  • People who work from home and avoid rush hour.
  • Buyers who check the developer of each building first.
  • Landlords who want long-term tenants (a claim reported by AGBI).

Not good for

  • People who drive to work at peak hours.
  • People without a car.
  • Light sleepers who live near building sites.
  • Households that park two or more cars on the street.
  • People with prams or wheelchairs, because of the pavements.
  • Buyers who expect the same quality in every building.
  • Short-let investors, in the view of one resident.

JVC service charges and running costs

In the JVC buildings we found, owners pay service charges of roughly AED 12 to 17 per sq ft a year.

Owners and tenants also pay for cooling, utilities and the Dubai housing fee.

Service charges in JVC

The official source is the Dubai Land Department's Service Charge Index. It is a lookup for each building. We could not extract JVC rows from it. The figures below are what brokers and sites say the index shows. Sources disagree on the range for the area.

  • AED 8 to 14 per sq ft a year for 2026 (a broker). The same page also says 6 to 14.
  • AED 11 to 18, labelled first quarter of 2026 (a broker).
  • AED 11 to 22, with about 14 to 16 for standard apartments, April 2026 (a broker).
  • An average of "just under AED 10" in the 2025 index (a broker, search excerpt only).

The pages below do not state the year of each figure.

Brokers give these ranges for other areas in 2026: Dubai South 6 to 10, JVT 10 to 16 and JLT 12 to 18. They give Business Bay 14 to 22 and Dubai Marina 18 to 28. Named buildings elsewhere: Indigo Tower in JVT at 15.08, and Canal Residences in Sports City at 16.11. One broker's building samples run from 10.29 to 16.85 in Al Furjan and 8.17 to 15.53 in International City. The same samples run from 12.29 to 18.53 in Business Bay and 14.00 to 19.52 in Dubai Marina. One broker says charges rose 5% to 8% in older JVC buildings. It shows no data.

Cooling and chiller charges in JVC

JVC uses mixed cooling systems. It is not fully on district cooling. Check each building.

  • Empower plant. The district cooling company Empower has one plant in Jumeirah Village of 49,000 refrigeration tons (RT). It served about 114 buildings in August 2024.
  • Other systems. One guide says most JVC buildings use split units billed through DEWA. Another calls JVC "mixed" and says older buildings use central chillers. We could not confirm the share on each system.
  • Reported Empower tariff. A guide reports AED 0.568 per RT-hour for use, plus AED 750 per RT a year for capacity, plus 5% VAT. This is a claim.
  • Estimated monthly bills on that tariff. Studio about AED 322 to 382. One-bedroom about AED 412 to 507. Two-bedroom about AED 550 to 950. These are a guide's estimates.
  • What "chiller free" means. The landlord pays the air conditioning cost.
  • Chiller-free asking rents. One property portal gives averages of AED 49,000 for a studio, 74,000 for a one-bedroom and 109,000 for a two-bedroom (September 2026). It names Alfa Residence, Tasmeer Residence and Al Dana Tower.
  • Not found. We found no list of JVC buildings on other cooling providers. We found no news report of a chiller-charge dispute in JVC.

DEWA deposit and bills in JVC

  • The DEWA deposit is AED 2,000 for a flat and AED 4,000 for a villa. It is refundable. This is the official figure.
  • Activation for a small meter costs AED 155 in total, DEWA says. One guide says AED 110. The DEWA page is the official one.
  • A guide gives typical monthly DEWA bills for Dubai, not only JVC. Studio AED 200 to 400. One-bedroom AED 300 to 600. Two-bedroom AED 400 to 800.
  • The same guide gives AED 700 to 1,000 a month for all utilities in a JVC one-bedroom.
  • We could not confirm bills reported by JVC residents.

Dubai housing fee in JVC

Tenants pay 5% of the annual rent on the Ejari. It is split over 12 DEWA bills. All sources agree on this.

For owners, sources disagree. Gulf News (2020) says 0.5% of the purchase price for expatriate owners who live in the home. A broker and two sites (2025 to 2026) say 5% of the rental value assessed by RERA. We did not read a Dubai Municipality page, so we could not confirm the owner rate.

Parking costs in JVC

Street parking costs AED 4 to 6 an hour. Memberships start at AED 672 a month. See "Paid parking in JVC" above for the full tariff.

Short-let permit rules and fees

Short lets are allowed with a permit. We found no rule that is specific to JVC.

  • Each unit needs a holiday-home permit from the Department of Economy and Tourism (DET). The operator also needs a DET licence.
  • Only whole units may be let, not single rooms. Hotel apartments cannot be licensed as holiday homes.
  • The DET fee is AED 300 per bedroom, plus AED 50 for the classification certificate and two AED 10 fees. We read this in a search excerpt of the DET page.
  • An operator guide says the bedroom fee is capped at AED 1,200 a year. It says the fine for operating without a licence starts at AED 5,000.
  • One property portal reports about AED 1,520 to register a property. It reports a yearly permit of about AED 370 for one bedroom and AED 970 for three.
  • Tenants need the landlord's written consent. Some buildings also need approval from the owners' association.
  • A Tourism Dirham of AED 10 or 15 per bedroom per night appears in broker guides only. We could not confirm it.
  • A 2020 directive said no developer or owners' association can bar licensed holiday-home operators. This comes from a republished Gulf News report.

How fast are new JVC projects launching

  • JVC had 15 projects with a first off-plan sale in the first half of 2026. It had 23 in the first half of 2025. This is one analyst's count from Land Department records.
  • In February 2025 JVC held 11.3% of all Dubai home listings, Gulf News reported.
  • Off-plan average prices then fell from AED 1,272 to 1,170 per sq ft as developers gave discounts.
  • In Dubai as a whole, only 41.3% of units scheduled for the first half of 2026 were completed.

New roads and the JVC access-point agreement

The RTA and Dubai Holding signed an AED 6 billion agreement on 2 March 2025. For JVC and JVT it covers four more entry and exit points, 10 extra lanes and 15 traffic signals. The RTA says capacity will reach up to 20,000 vehicles and travel time will fall by 70%. No completion date is given.

The first phase of the Hessa Street upgrade was completed in April 2026. Phase II was awarded on 22 February 2026. It adds a bridge, two ramps and a tunnel for JVC. No end date is published. See the transport section above.

The Gold Line metro and JVC

The Gold Line was approved on 22 April 2026. The official release names JVC among the areas served. Opening is scheduled for 9 September 2032. A press list of possible stations includes "Jumeirah Village Circle". We could not confirm the station site.

Second Empower cooling plant in JVC

Empower started building a second JVC plant of about 37,000 RT in October 2025. Empower plans six plants and 256,000 RT in total for Jumeirah Village. No completion date is given.

New schools and malls near JVC

Harrow International School Dubai opened on Hessa Street on 31 August 2026. GEMS School of Research and Innovation opened in Dubai Sports City in August 2025. We found no new mall.

JVC in the Dubai 2040 plan

The Dubai 2040 Urban Master Plan names five urban centres. JVC is not one of them. Al Barsha South is not one either. Dubai Silicon Oasis is. JVC appears in RTA plans through the access-point project and the Gold Line.

What we did not find

  • We found no news report that names a late or stalled JVC project.
  • We found no drainage works for JVC. Gulf News reported on 13 April 2025 that Dubai awarded AED 1.439 billion of drainage contracts. They are part of the AED 30 billion Tasreef programme. JVC is not among the areas named.
  • We found no new parks or street lighting works by Nakheel or Dubai Municipality in 2025 or 2026.

How the 2026 conflict affected JVC sales

This is one analyst's reading of Land Department records. We could not check it against the records.

  • JVC apartment sales fell 38.8% in the first half of 2026: 4,985 against 8,141 a year earlier.
  • Sales were up 1.0% in January and February. They were down 52.3% from March to June.
  • The median price rose 3.5% to AED 1,485 per sq ft.
  • Sales in Dubai as a whole fell about 14%.
  • The analyst calls the war the trigger, not the root cause. He says launches were already slowing.
  • Cavendish Maxwell refers only to "regional uncertainty".

JVC vs JVT, Arjan, Al Furjan and Dubai Hills: what residents say

These are resident reports from forum posts, not measurements.

  • JVT. "Majority of the area is low rise and only for villas and townhouses" (a resident post, May 2025). Propsearch says the Triangle suits couples and small families who want gardens. A broker says JVT buildings are mostly 4 to 8 floors.
  • Arjan. "Multiple routes in and out" and "a far superior community" (a resident post, May 2026). "Traffic is much better than JVC" (a resident post, May 2025).
  • Arjan, another view. It "felt more spacious but less serviced", and its construction was "even louder" (resident posts, April and August 2026).
  • Dubai Sports City and Motor City. Recommended for "great road options" (a resident post, September 2024).
  • Al Furjan. "Metro connectivity, easy entry and exit" (a resident post, November 2025). Another post says it is quieter and more family focused, but less walkable than JVC.
  • Dubai Hills. "Nice and quiet", wrote a resident leaving JVC (a resident post, April 2026). In 2023 a two-bedroom in JVC cost about the same as a one-bedroom in Dubai Hills, The National reported.

Common questions about JVC

These short answers repeat the main points from the sections above.

What does JVC stand for?

JVC stands for Jumeirah Village Circle. The name comes from its circular road layout. Its official name is Al Barsha South Fourth.

Is JVC freehold?

Yes. A Cavendish Maxwell consultant and property sites describe JVC as freehold, so foreign buyers can own there. We did not read the decree ourselves.

Who is the developer of JVC?

Nakheel is the master developer. Nakheel has been part of Dubai Holding since 16 March 2024. Many other developers built the apartment buildings.

How big is JVC?

Nakheel says 560 hectares, with 33 landscaped parks. Other sources give larger areas, so sources disagree.

What name is on a JVC title deed?

The deed says Al Barsha South Fourth, community code 681. It is the same place as JVC.

Is JVC a good place to live?

Reviewers on one property portal give it 4 out of 5. Residents like the price, parks and shops. They dislike the traffic and construction.

Is JVC good for families?

It has parks, nurseries and clinics. Only one school, JSS International School, is confirmed inside JVC. Other listed schools are outside JVC, about 11 to 13 minutes by car where a time is published.

Is JVC a good investment?

This page is information, not advice. Published gross yields run from about 6.1% to 7.4%. The risks are a large pipeline and asking rents down 8.61% in a year.

Does JVC have a metro station?

No. The nearest is Mall of the Emirates, reached by bus J01. A Gold Line station is planned, with opening set for 9 September 2032.

How bad is traffic in JVC?

Traffic at the exits is the top complaint. One news report says a peak commute fell from close to an hour to 20 to 25 minutes after April 2026.

Is there paid parking in JVC?

Yes, since 16 March 2026. Parkonic charges AED 4 an hour by day and AED 6 in the evening. District 16 follows on 15 October 2026.

How far is JVC from Downtown Dubai, Dubai Marina and the airport?

Published estimates give 18 to 30 minutes to Downtown and 12 to 20 minutes to Dubai Marina outside peak hours. The airport ranges from 25 to 65 minutes.

Which schools are in JVC?

JSS International School is inside JVC. Harrow International School Dubai opened on Hessa Street on 31 August 2026. Sources differ on whether it is inside JVC.

Is JVC safe?

We found no crime figures for JVC. Some residents say street lighting is poor in places.

Why is JVC cheaper than Dubai Marina?

Supply is large. JVC held 11.3% of all Dubai listings in February 2025. AGBI also reports lower land and building costs for early developers.

Which district in JVC is best?

No official ranking exists. Villas are in District 16 and the centre. Townhouses are in District 12. One portal shows District 11 asking AED 1,544 per sq ft.

Is JVC or JVT better?

JVT has more townhouses and lower buildings. JVC has more apartments and more homes. JVT asks more per sq ft: AED 1,629 against 1,489.

Is JVC or Arjan better?

Arjan asks slightly more: AED 1,553 per sq ft against 1,489. Asking rents are close. Some residents say Arjan has easier exits but fewer services.

Are there villas in JVC?

Yes. One property portal gives average asking prices of about AED 2.14 million for three bedrooms and AED 2.82 million for four.

What are service charges in JVC?

Roughly AED 12 to 17 per sq ft a year in the buildings we found. Check each building on the Dubai Land Department's Service Charge Index.

Did JVC flood in April 2024?

We could not confirm it. The evidence is thin. We found one person's account of deep water and no report of flooded buildings.

Is JVC chiller free?

Some buildings are. Others use the Empower district cooling plant or a building chiller. Check each building.

Are short lets allowed in JVC?

Yes, with a holiday-home permit from the Department of Economy and Tourism for each unit. We found no rule specific to JVC.

Is JVC pet friendly?

Nakheel calls JVC a pet-friendly neighbourhood. Each building sets its own pet rules, so check before you sign.

JVC Is "Oversupplied" - Is that True?

InvestingSteven Leckie · 2026-10 · 12 min · 4,075 views

Supply is real, but deep demand from mid-income renters means selective buyers can still do well.

A calm answer to the oversupply worry. He does not deny it; he asks who can afford to rent, then tells buyers to pick the flat tenants choose first. Our records back his caution: about one in four resales of completed homes in Jul-Sep 2026 sold below the price the seller paid, before fees, and many completed homes are on the market. The video has no price or rent figures of its own.

Dubai's WORST Investment: The Ugly Truth about JVC

InvestingTom Jackson · 2023-06 · 5 min · 72,847 views

Supply is rising fast, so short-term gains are unlikely; villas and townhouses are the scarce part.

Recorded in mid-2023, so its figures are dated: 28,000 homes then, with 12,500 more due by the end of 2025. His warning about late handovers has held up. The land register lists 34 JVC projects due before 11 Oct 2026, and only 7 are finished. Price growth has stayed modest: our median apartment price is up 3.6% on the year before.

A walk through JVC's history, parks, roads, metro plans and short-let returns.

The best single history: Nakheel launch in 2005, the 2008 slowdown, Circle Mall in 2021, and the road works on Hessa Street and Al Khail Road. The presenter owns a studio in JVC and says so. The metro link is labelled speculation in the video itself. His case for buying off-plan early and selling before completion does not match our records, where most off-plan resales registered at the price paid.

Before You Buy in JVC Dubai… Watch This (Hidden Risks & Data Explained)

InvestingNathan Mistry · 2026-03 · 15 min · 3,889 views

Rents and yields look good, but off-plan prices run ahead of resale and supply nearly doubles.

The most data-led video here. He separates off-plan from resale prices, which is the right instinct, and treats the metro as unconfirmed. Our records show the same gap: completed apartments at AED 1,296 per sq ft against AED 1,483 across all apartment sales. His figures end in March 2026, so they miss the drop in sales after the regional war began on 28 Feb 2026.

A tenant's honest pros and cons: affordable, green and friendly, but the traffic is bad.

Useful because it comes from someone who lives there, not someone selling. She likes the parks, Circle Mall and new buildings, and is blunt about Hessa Street traffic, no metro and little nightlife. Practical and grounded. She gives rough rents for two- and three-bed homes, utility bills, and the advice to check if cooling is included. DLD data shows JVC still leads on volume and yield, if you pick the developer carefully.

Built on Land Department records, like ours, and right that the building matters more than the postcode. But its price range of AED 850 to 1,150 per sq ft is well below what we see: AED 1,296 for completed apartments and AED 1,483 overall. Its upbeat ending does not mention that about one in four recent resales of completed homes sold below the seller's price.

JVC – Pros & Cons | Honest Dubai Real Estate Review

An honest review: JVC suits buyers chasing rent and liquidity, not big capital growth.

A clear, balanced Arabic-language review. Its resale price of about AED 1,200 per sq ft and off-plan of about AED 1,500 are close to our AED 1,296 and AED 1,483. It names the real risks: traffic at the Hessa Street exits, uneven build quality, construction, no metro and service charges. Its view that JVC is not a place for big capital gains fits a market up 3.6% on the year.

Videos are shown from YouTube; the makers own them. Our notes are our own reading of the captions, checked on 12 October 2026. Views and dates are as YouTube showed them that day.

What the videos say about JVC, and what the records show

Most video makers agree on two things: JVC has a lot of new supply, and the building you pick matters more than the area.

Too much supply?

What the videos sayTom Jackson and Nathan Mistry warn that new supply will hold back prices and rents. Steven Leckie agrees supply is high but says deep renter demand offsets it for good buildings.
What the sale records showOur records list 727 buildings and villa groups in JVC, 150 still off-plan. Many completed homes are on the market, so months of stock are high.

Off-plan versus ready prices

What the videos sayNathan Mistry and The Edgar Code both say off-plan sells at a premium to ready homes, and Mistry calls that a red flag.
What the sale records showCompleted apartments sold at a median AED 1,296 per sq ft, against AED 1,483 across all 11,008 apartment sales in the 12 months to 10 Oct 2026. Most off-plan resales registered at the price paid.

Price growth

What the videos sayTheSquareFootDubai reports strong three-year gains, and My apartment in Dubai expects values to keep rising. Tom Jackson and The Edgar Code expect modest growth.
What the sale records showThe median apartment price is up 3.6% on the year before. About one in four resales of completed homes in Jul-Sep 2026 sold below the price the seller paid, before fees.

Late handovers

What the videos sayTom Jackson says to expect delays of months, even years, with good developers. James William Portman says some small developers fail to deliver.
What the sale records showThe land register lists 34 JVC projects due before 11 Oct 2026. Only 7 are finished.

Pick the building, not the area

What the videos saySteven Leckie, TheSquareFootDubai and The Edgar Code all say build quality, management and service charges vary widely between JVC buildings.
What the sale records showAbout one in four resales of completed homes in Jul-Sep 2026 sold below the seller's price, before fees. Asking prices for completed 1-beds sit above sold prices.

Market activity

What the videos sayMy apartment in Dubai and TheSquareFootDubai say JVC leads Dubai on sales volume, which keeps resale easy.
What the sale records showOur records count 67,926 unit sales in JVC since 2020. Sales from March to August 2026 fell by about half against the same months in 2025, after the regional war began on 28 Feb 2026.

Traffic, metro and rents

What the videos sayMabel Goulden and Jamilia Grier say traffic at the exits is bad and there is no metro. Grier adds that tenants can now negotiate rents down.
What the sale records showNot measured on this site yet.

Videos: 50 YouTube videos about JVC with captions, read on 12 October 2026. Records: Dubai Land Department sale records and project register, as built into BUY DUBAI on 11 October 2026.

Before you buy in JVC: six checks

In JVC the building matters more than the area. These six checks separate a home tenants and buyers choose first from one that sits empty.

Each check ends with what the JVC records on this site show. The same checks for all of Dubai are on Due diligence: six checks before you buy.

  1. Decide what the home has to do for you

Pick the job first, then the property.

    • How long will you hold it: 3, 5 or 10 years? A short hold needs a home that is easy to sell; a long hold can wait for an area to mature.
    • Which matters more, rent each month or value over time? A small flat in a busy rental area tends to give more rent; an established area tends to hold value better. You rarely get the most of both.
    • Is a residence visa part of the plan? The 10-year Golden Visa for property owners needs property worth at least AED 2 million. See Golden Visa.
    • Ask a tax adviser at home how rent and a later sale will be taxed where you live. Dubai has no income tax on rent; your home country may.

In JVC: Most JVC homes are studios, 1-beds and 2-beds below AED 2 million, so they suit rent more than a visa. See what your budget buys in JVC.

  2. Check the developer, not the brochure

Has this developer finished what it promised, on time and as shown?

    • Look up the developer's last five projects. Were they handed over on the date in the register? Do they look like their renders?
    • For off-plan, check that buyers' money goes into the project escrow account. The Dubai REST app from the Dubai Land Department shows a project's status and completion percentage.
    • Visit a building the developer finished five or more years ago. Look at the lobby, lifts, pool and gym. That is your building later.
    • Ask for the service charge history of the developer's older buildings, not just the estimate for the new one.

In JVC: The project register lists 34 JVC projects with an end date before 11 October 2026; 7 are finished. See JVC handovers, buying off-plan in JVC and JVC developers for each developer's record.

  3. Look at what will be built next to you

The view and the rent you see today can change.

    • Walk round the plot. An empty plot next door can become a tower; the sign on the hoarding often gives the permitted height (G+20 means ground plus 20 floors).
    • Count the homes being built nearby. If the number of similar flats doubles in three years, rents and resale prices come under pressure.
    • Check the Dubai 2040 Urban Master Plan for new roads, schools, metro lines and parks that will change the area.

In JVC: 150 of the 727 JVC buildings and villa groups on this site are still off-plan. Use JVC by district to see how much is being built near a building.

  4. Test the numbers on a bad year

If it still works when things go wrong, it is a sound buy.

    • Handover 18 months late: can you keep paying the plan and your current rent?
    • Rent 20% lower than the agent says: does the rent still cover the costs?
    • Mortgage rate 2 points higher: can you still pay?
    • Six months with no tenant: can you cover the mortgage, service charge and bills?
    • Work out net yield, not gross: take off the service charge (per sq ft, per year), a management fee if an agent runs it (often around 5% of rent) and money for repairs.
    • Add the buying costs to year one: the Dubai Land Department transfer fee of 4% of the price, the trustee office fee, agency fee and mortgage fees. See buying costs.

In JVC: In July to September 2026, about one in four resales of a completed JVC home were registered below the price the seller paid, before fees. See JVC rental yield and JVC service charges.

  5. Know who will buy it from you

Do not buy what you cannot sell.

    • Describe the next buyer in one line: "a young family who wants the park and a school nearby", or "a professional who drives to Media City".
    • Decide when you would sell: at handover, or after holding for five years or more.
    • Check that banks lend on the building. If a buyer cannot get a mortgage on it, fewer people can buy it. Non-residents can usually borrow only around half the price.
    • Ask a lawyer whether to buy in your own name or through a company. It changes tax, inheritance and resale later.

In JVC: Asking prices for completed 1-bed flats in JVC are above what they sold for in the last three months. Price from recent sales in the building, not from adverts.

  6. Finish the purchase properly

Most losses come from the last steps, not the first.

    • If you cannot be in Dubai, plan a power of attorney early. It must be notarised and attested, which takes time.
    • At handover, pay for an independent snagging inspection, and have the developer fix every defect before you take the keys.
    • Decide what tenant you want, a company lease or a person, before you list the home. Register the lease with Ejari.
    • Keep every receipt and contract. You need them to sell later and to settle service charge disputes.

In JVC: See parking by building and drive times before you sign: both decide who will rent the home.

Fees and rules: Dubai Land Department; Golden Visa threshold: UAE Federal Authority for Identity, Citizenship, Customs and Port Security. The checks are our own, informed by public checklists from Dubai brokers, including one by Steven Leckie. This is information, not legal, tax or financial advice. Checked 12 October 2026.
