JVC service charges and running costs: the short answer
In the JVC buildings we found, owners pay service charges of roughly AED 12 to 17 per sq ft a year.
Owners and tenants in Jumeirah Village Circle (JVC) also pay for cooling, power and water, and the Dubai housing fee. A second car adds a parking cost. Costs differ from building to building, so check each one. This page is information, not advice.
The owner pays the service charge. The tenant pays the housing fee. The cooling bill depends on the building and the lease. For a year of costs on one home, see the worked example below. For the area itself, see the JVC community page.

A service charge is a yearly fee that the owner of a home pays for the building. The figures on this page are per sq ft of the home, for one year.
Where to check a JVC service charge
The official source is the Dubai Land Department's Service Charge Index. We could not extract JVC rows from it. The figures below are what brokers and sites say the index shows. The pages do not state the year of each figure.

- AED 11 to 22, with about 14 to 16 for standard apartments, April 2026.
Are JVC service charges rising
One broker says charges rose 5% to 8% in older JVC buildings. It shows no data. We could not confirm it.

Cooling and chiller charges in JVC
JVC uses mixed cooling systems, so the cooling bill and the company that sends it differ by building.
District cooling in JVC
JVC is not fully on district cooling. The district cooling company Empower has one plant in Jumeirah Village. Its size is 49,000 refrigeration tons (RT). It served about 114 buildings in August 2024.
Empower started building a second JVC plant of about 37,000 RT in October 2025. It plans six plants and 256,000 RT in total for Jumeirah Village. No completion date is given.
Building chillers and split units
Other JVC buildings do not use the Empower plant. One guide says most JVC buildings use split units billed through DEWA. Another guide calls JVC "mixed" and says older buildings use central chillers. We could not confirm the share on each system. We found no list of JVC buildings on other cooling companies.
How much district cooling costs in JVC
A guide reports this Empower tariff. It is a claim, not an official page.
- AED 0.568 per RT-hour for the cooling you use.
- AED 750 per RT a year for capacity.
- 5% VAT on top.
The same guide estimates these monthly bills on that tariff.
| Home | Estimated cooling bill each month |
|---|---|
| Studio | AED 322 to 382 |
| 1-bed | AED 412 to 507 |
| 2-bed | AED 550 to 950 |
What "chiller free" means
"Chiller free" means the landlord pays the air conditioning cost. One property portal gives average asking rents for chiller-free homes in JVC in September 2026. It gives AED 49,000 for a studio, 74,000 for a 1-bed and 109,000 for a 2-bed. It names Alfa Residence, Tasmeer Residence and Al Dana Tower.

Dubai housing fee for tenants
Tenants pay 5% of the yearly rent on the Ejari. The fee is split over 12 DEWA bills. All sources agree on this.
Dubai housing fee for owners
For owners, sources disagree.

- A broker and two property sites (2025 to 2026) say 5% of the rental value assessed by RERA.
We did not read a Dubai Municipality page. So we could not confirm the rate for owners. Ask Dubai Municipality.

Short-let permits and fees in JVC
Short lets are allowed in JVC with a holiday-home permit for each home, and we found no rule that is specific to JVC.
Holiday-home permit rules
- Each home needs a holiday-home permit from the Department of Economy and Tourism (DET).
- An operator guide says the operator also needs a DET licence. It says only whole homes may be let, not single rooms.
- Hotel apartments cannot be licensed as holiday homes, a property portal says.
- Tenants need the landlord's written consent. Some buildings also need approval from the owners' association.
Holiday-home permit fees
- The DET fee is AED 300 per bedroom. Add AED 50 for the classification certificate and two fees of AED 10. We read this in a search excerpt of the DET page.
- An operator guide says the bedroom fee is capped at AED 1,200 a year. It says fines for operating without a licence start at AED 5,000.
- A Tourism Dirham of AED 10 or 15 per bedroom per night appears in broker guides only. We could not confirm it.
Can a JVC building ban short lets
A 2020 directive said no developer or owners' association can bar licensed holiday-home operators. This comes from a republished Gulf News report. We found no report of a JVC building that bans short lets.

- DEWA deposit. AED 2,000, refundable, plus AED 155 for activation (DEWA). You pay it once.
- Short-let permit. AED 300 per bedroom, plus AED 70 in other fees (DET search excerpt). Only for a holiday home.
- Other costs. Our research has no figures for repairs, insurance, internet or agent fees.
A check on the cooling and DEWA lines
Cooling and DEWA together come to AED 712 to 1,107 a month in the table. One guide gives AED 700 to 1,000 a month for all utilities in a JVC 1-bed. The two figures are close.
The same home for a landlord
A landlord pays the service charge of AED 9,564 to 13,549. That is about 12% to 17% of the asking rent in this example. The tenant pays the 5% housing fee with the DEWA bill, which is AED 4,025 here. The cooling bill goes to the landlord if the home is let as chiller free. All these figures are estimates.
The sale records show a gross yield of 7.3% on a JVC 1-bed. That figure is before these costs. See Is JVC a good investment in 2026?
