What is Downtown Jebel Ali
Downtown Jebel Ali is a mixed-use master development along Sheikh Zayed Road in the Jebel Ali area of Dubai, and Limitless first launched it in November 2006.
Limitless was then the property arm of Dubai World. Gulf News reported in 2006 that Limitless announced Downtown Jebel Ali as a Dh70 billion township for 235,000 people. The National reported in 2015 that the first launch of the project was in November 2006.
The National reported in an article from about 2014 that Limitless started in 2005. Its role was to be the overseas counterpart of Nakheel. Downtown Jebel Ali was one of its projects inside Dubai.
The master developer and how the plan works
Limitless is the master developer of Downtown Jebel Ali. The National reported in an undated article from about 2011 that Limitless supplied the land and the infrastructure. Sub-developers built the homes, offices and shops on separate plots.
Sources disagree on the number of plots. The National reported in the same article that sub-developers took about 250 plots. Gulf Business reported in 2017 that there were more than 300 third-party plots.
Gulf News reported in 2006 that the first plan had 326 buildings. Of these, 237 were residential. Limitless planned to invest Dh5 billion in infrastructure and to build 35 towers itself.
Who owns and manages it today
Arabian Business reported in 2011 that Dubai World moved the ownership of Nakheel and Limitless to the Government of Dubai. Reuters reported on 11 October 2012 that Limitless finished the restructuring of a US$1.2 billion loan. Reuters said that the Dubai government would own Limitless after this.
Dubai Holding Community Management (DHCM) now lists Downtown Jebel Ali in its community portfolio. The DHCM community page calls Downtown Jebel Ali a growing mixed-use master community. It says the community is close to Expo City and Sheikh Zayed Road.
One estate agency guide from 2026 calls Limitless "a Dubai Holding entity". We found no official statement that Dubai Holding took over Limitless. We could not confirm this.
Size
Sources disagree on the size of Downtown Jebel Ali. The figures below come from different years and may measure different areas.
- 200 hectares: The National reported in 2015 that the project had over 300 plots on 200 hectares between Jebel Ali Free Zone and Techno Park.
- 6.5 million square metres: The National, in an article from about 2012, called it a 6.5 million square metre master development. Gulf News used the same figure in an article from about 2015. This is 650 hectares, more than three times the 200-hectare figure.
- 1.2 million square metres: The DHCM community page shows 202 plots and 1.2 million square metres. The page does not say if this figure covers all of Downtown Jebel Ali or only the part that DHCM manages.
Gulf Business reported in 2017 that the project has four zones. Together, these zones stretch 11 kilometres along Sheikh Zayed Road.
Sub-areas
Dubai City Guide says the master plan has four quarters. The quarters are East Quarter, East Central, West Central and West Quarter. Each quarter has three districts: an Urban Centre, a Trellis and a Medina district.
Gulf Business reported in 2017 that The Galleries is in Zone 1. The Galleries is a business and retail community. ME Construction News reported in about 2011 that phase one of The Galleries had six office buildings and two residential towers on eight plots.
We know that Zone 1 contains The Galleries. We could not confirm which of the four quarters matches which zone number.
The information site downtownjebelali.ae names four existing residential buildings. These are Suburbia by DAMAC, The Galleries by Limitless, Alexis Tower and Azizi Aura.
Freehold status
Azizi Developments said on 25 August 2025 that Azizi Wares is a freehold residential and retail development in Downtown Jebel Ali. One estate agency guide says Dubai's 2006 freehold rule (Regulation No. 3 of 2006) names Jebel Ali. We could not check this against the Dubai Land Department (DLD) schedule. We could not confirm this.
Some guides say foreigners can buy in Downtown Jebel Ali because it is "part of a free zone". This is not correct. Jebel Ali Free Zone (JAFZA) is a separate free zone run by DP World. The developer Samana says in a 2026 guide that JAFZA is a specific free-zone business area inside the wider Jebel Ali district.
The official statistical community
Dubai uses DLD community names for statistics. Wikipedia records that Life Pharmacy metro station is in Jabal Ali Industrial Second. This station is next to the east end of Downtown Jebel Ali. Our research suggests that Downtown Jebel Ali sits inside Jabal Ali Industrial Second. We could not confirm the exact boundary.

The website citypopulation.de uses Dubai Statistics data to show the change over time:
- 2010: 10,945 people.
- 2015: 10,945 people.
- 2020: 23,000 people.
- 2023: 30,067 people.
The same source gives 28,122 men and 30 women in 2022. This mix points to worker accommodation, not family homes.
Why the numbers look like this
The Dubai Statistics Centre 2023 bulletin explains high populations in communities like this one. It says labour camps and collective households cause them. These are shared homes for workers.
The neighbouring community, Jabal Ali Industrial First, is much larger. The 2024 bulletin gives it 205,079 people. That is 4.83% of the population of Dubai. Wikipedia gives the whole of Jebel Ali a 2024 population of 540,732.
What Dubai Holding says
The DHCM community page shows 42,000 occupants. The page does not say which area this number covers. The page also says the community offers residential plots for people in the industrial and construction sectors.
Who works nearby
Many companies work near Downtown Jebel Ali. Azizi Developments said in August 2025 that more than 100 Fortune Global 500 companies are near its tower next to JAFZA. Wikipedia says Life Pharmacy station mainly serves staff of the JAFZA industrial zone.

New towers, such as Azizi Wares and RAW District, offer studios and apartments. We could not confirm who will live in them.

Downtown Jebel Ali service charges and running costs
We found no single official service charge for all of Downtown Jebel Ali, because the charge differs from building to building and each building has its own entry in the RERA system.
How service charges work in Dubai
Owners of freehold units in Dubai pay an annual service charge. The money pays for the maintenance and services of the building and the shared areas. Dubai Realty Trends explained in November 2025 that the RERA service charge index sets standard annual fees for freehold projects. RERA is the Real Estate Regulatory Agency of the Dubai Land Department.
An estate agency guide from 2026 says the charge for each building appears on Mollak. Mollak is the RERA platform for service charges. The guide says the charges vary by tower and by developer.
Figures we could not confirm
We found only estate agency figures for Downtown Jebel Ali. We did not check them against the RERA index. We could not confirm these figures.
- Suburbia: FAM Properties, an estate agency, lists AED 17.21 per square foot for residential units and AED 15.42 for retail units.
- "Down Town Jabal Ali" master entry: The same agency lists AED 0.31 per square foot for residential units. This may be a master community fee only.
- Newer buildings: An Oliva guide from 2026 estimates AED 8 to 12 per square foot for newer buildings in Downtown Jebel Ali.
An owner may pay a building charge and a master community charge. The sources do not explain how these two charges combine in Downtown Jebel Ali. We could not confirm this.
A comparison point
An Excel Properties guide from 2026 gives an average of about AED 12.5 per square foot for Discovery Gardens. It gives building examples from AED 8.82 to AED 16.92. Discovery Gardens is a nearby community on Route 2020.
Cooling
Air conditioning is a large running cost in Dubai. Some buildings use district cooling. A central plant supplies chilled water to many buildings. The owner or tenant then pays the cooling company.
We found no source that names a district cooling provider for Downtown Jebel Ali. Gulf News published a guide to chiller services in 2021. It lists GPEC projects in Dubai South and Jebel Ali. The guide does not say whether these projects include Downtown Jebel Ali. We could not confirm this.
Ask about cooling before you buy or rent. Check these items:
- The cooling system of the building: district cooling or a separate system in each unit.
- The name of the cooling provider.
- The tariff and any fixed capacity charge.
- The entry for the building on Mollak.
- The cooling terms in the sales contract or the tenancy contract.
