What is Majan
Majan is a freehold, mixed-use community in Dubailand on Sheikh Mohammed Bin Zayed Road (E311), launched in 2006 by Mizin, a Tatweer and Dubai Holding company.
Khaleej Times reported on 21 November 2006 that Mizin unveiled Majan on that day. Mizin was the new real estate arm of Tatweer. Tatweer was a member of Dubai Holding. Khaleej Times called Majan Mizin's first project.
The 2006 launch described Majan as a "downtown Dubailand" project. The plan showed 150 towers. Khaleej Times reported that Mizin expected the project to bring Dh15bn of investment in three years.
The 2006 plan gave the project a freehold area of 16.5 million square feet. Khaleej Times reported this use split:
- Residential: 32% of the area.
- Retail and entertainment: 44% of the area.
- Commercial: 24% of the area.
The present mix may not follow the 2006 split. A real estate agency guide, Harper Wellington, says Majan is mainly apartment-focused. It says most buildings are low-rise to mid-rise.
Dubai Holding Community Management (DHCM) now describes Majan as a vast mixed-use area. DHCM says the area has interconnected open spaces and axial parks. DHCM publishes three figures for Majan: 408 plots, 3.2 million square metres and 17 recreational amenities.
Who is the master developer
Sources disagree about the master developer. The list below gives each claim and its source.
- Mizin (Tatweer, Dubai Holding): Khaleej Times reported in 2006 that Mizin launched Majan. Mizin sold the land as freehold plots, according to the Mizin press release reproduced on a SkyscraperCity forum thread on 20 November 2006.
- Tameer Investment Holding and Mozn Real Estate Company: Many agency guides name these companies as the developer. Petkovic Properties is one example.
- Mizin with Tameer: Aigents Realty, an agency, says Mizin developed Majan in collaboration with Tameer.
- Tameer as a project developer only: istrealestate.ae says contemporary reporting treats Tameer as a developer of projects inside Majan. It says Tameer was not the sole original master developer. It cites a 2008 Emirates 24|7 article. We could not confirm this, because we did not see that article.
- Liwan (L.L.C): istrealestate.ae says a Dubai Development Authority (DDA) site-plan record dated 25 November 2025 names Liwan (L.L.C) as master developer. We did not see the DDA record directly. We could not confirm this.
- Dubai Properties: Oliva, an investor guide, names Dubai Properties as master developer. This claim conflicts with the 2006 Mizin launch. We treat it as unreliable.
DHCM publishes a Majan page and lists Majan among its data-controller entities. This indicates that DHCM runs community management in Majan. DHCM is part of Dubai Holding.
How big is Majan
Sources disagree about the size of Majan. Khaleej Times gave 16.5 million square feet in 2006. That is about 1.5 million square metres. Propzilla, an agency guide, gives 15.6 million square feet, or about 1.45 million square metres. BlueWhale Properties gave 1.5 square kilometres in 2023. DHCM gives 3.2 million square metres.
The DHCM figure is about 34 million square feet. That is about twice the 2006 figure. The figures cannot all describe the same boundary. istrealestate.ae also notes this gap. Oliva gives about 6 million square feet. We treat that figure as unreliable. We could not confirm which boundary each source uses.
Sub-areas
We found no official list of named sub-areas inside Majan. DHCM gives only the plot count of 408. An agency guide, 11Prop, says the main retail nodes are Remal Mall and Midtown Central Majan. We could not confirm this from a developer or government source.
Majan is itself a sub-community of a larger official area. istrealestate.ae says DDA plot records place Majan in the Wadi Al Safa 3 community. BlueWhale Properties says Wadi Al Safa 3 contains Majan, Al Barari, Living Legends and Meydan South Villas.
Freehold status
The 2006 launch material described Majan as a freehold development. Excel Properties, an agency, said in 2025 that Majan is freehold. It said Emiratis and foreign nationals can buy. Oliva describes Majan as a designated freehold zone under Dubai Land Department (DLD) rules.
We did not retrieve an official DLD freehold-zone listing for Majan. Oliva advises buyers to check the freehold status of the specific plot. We could not confirm the status of each plot.

Where is Majan in Dubai
Majan is in Dubailand, on Sheikh Mohammed Bin Zayed Road (E311), next to Al Barari, Living Legends and The Villa, and near Global Village and IMG Worlds of Adventure.
DHCM says Majan sits on Sheikh Mohammed Bin Zayed Road. DHCM says Majan is near Global Village and IMG Worlds of Adventure. Both are large leisure destinations in Dubailand.
Official community: Wadi Al Safa 3
Dubai uses official community names for land records. istrealestate.ae says DDA plot records place Majan in Wadi Al Safa 3. Majan is a project name inside that community. A buyer may see "Wadi Al Safa 3" on official papers, not "Majan".
BlueWhale Properties says Wadi Al Safa 3 holds four sub-communities:
- Majan
- Al Barari
- Living Legends
- Meydan South Villas
Homeland, an agency guide, says Sheikh Mohammed Bin Zayed Road and Al Ain Road border Wadi Al Safa 3. We could not confirm the exact boundary of Majan inside Wadi Al Safa 3.
Neighbours
Provident Estate, an agency guide, says Al Barari, Living Legends and The Villa surround Majan. Mitchells Commercial Realty says Al Barari is about 1 km from Majan.
The nearest DHCM community engagement centre is at Centro Courtyard in The Villa, according to DHCM. This shows that DHCM links Majan to The Villa for community services.

Provident Estate lists these places close to Majan:
- IMG Worlds of Adventure: an indoor theme park. DHCM also names it.
- Global Village: a seasonal outdoor festival park. DHCM also names it.

- Dubai Miracle Garden.
Wider Dubailand
The Realtor Dubai, an agency guide, says the wider Dubailand road network links Majan to these areas:
- Living Legends
- City of Arabia
- Falconcity of Wonders
- Dubai Silicon Oasis
The same guide says drivers can also reach Arjan, Motor City and Arabian Ranches by road. Petkovic Properties says Majan has easy access to Dubai Silicon Oasis, Arabian Ranches, Mudon and Al Barari.
Compass directions
Sources disagree about where Majan sits relative to Arjan and Liwan. Oliva says Arjan is to the west and Liwan is to the south. Other sources do not support this.
- A Dubai Holding land-sales presentation (c. 2019) puts Arjan next to Umm Suqeim Road and E311, beside Al Barsha South.
- The Liwan launch release, reproduced on SkyscraperCity, put Liwan at the Emirates Road and Al Ain Road junction. It said Liwan was opposite Academic City and Dubai Silicon Oasis.
We treat Oliva's compass directions as doubtful. We could not confirm the exact direction of each neighbour from an official map.

Majan roads, traffic, parking and transport
Majan depends on Sheikh Mohammed Bin Zayed Road (E311) for road access, and we found no sourced metro station or drive times for the community.
Main road: Sheikh Mohammed Bin Zayed Road (E311)
DHCM says Majan sits on Sheikh Mohammed Bin Zayed Road (E311). This is one of the main north-south highways of the UAE.
The road had a different name in the past. Dubai Discoveries, a guide site, says the E311 was formerly called Emirates Road. It says the name changed on 1 January 2013. After that date, the E611 road took the Emirates Road name.
This matters for old documents. The 2006 launch material and the Liwan release use the name "Emirates Road". Before 2013, that name meant the road now called E311. Readers of old sources must keep this change in mind.
Sources disagree about the length of the E311. Wikipedia gives 225 km. A real estate blog by Bargo Real Estate gives 140 km.
Al Ain Road
Homeland says Al Ain Road is one of the borders of Wadi Al Safa 3. Majan is inside Wadi Al Safa 3. We could not confirm a direct exit from Majan to Al Ain Road.

Who lives in Majan
We could not confirm a population figure for Majan; our sources describe it as a mainly apartment community where foreign nationals and Emiratis can own homes.
Population
We found no population figure for Majan from the Dubai Statistics Centre. We found no figure from DHCM or a news source. We could not confirm this.
Dubai Statistics Centre data uses official community names. Majan is part of Wadi Al Safa 3 in DDA records, according to istrealestate.ae. Any official figure would probably cover all of Wadi Al Safa 3. That community also holds Al Barari, Living Legends and Meydan South Villas, according to BlueWhale Properties. We could not confirm this.
Type of homes
Harper Wellington says Majan is mainly apartment-focused, with low-rise to mid-rise buildings. It says there are a limited number of townhouses and villas. We could not confirm the townhouses and villas. An apartment mix usually means more single people, couples and small families than a villa area. We could not confirm the household mix with data.
Owners
Excel Properties says Emiratis and foreign nationals can buy in Majan. This follows from its freehold status. Dubai's freehold areas are districts that the Ruler designates. Non-GCC nationals can own property there, according to OPR Real Estate. OPR Real Estate says Article 4 of Law No. 7 of 2006 gave non-UAE nationals the right to register property rights with the DLD.
Owners and tenants
istrealestate.ae published a guide for people who buy or rent in Majan. This shows that both owners and tenants live there. We could not confirm the share of owners and tenants.
Nationalities

Majan service charges and running costs
We could not confirm the RERA service charge index figures for Majan, so owners must check the approved budget for their building and plot.
Service charges
The Real Estate Regulatory Agency (RERA) is part of the DLD. It publishes a service charge index for Dubai buildings. We did not retrieve the RERA index figures for any Majan building. We could not confirm this.
Majan is a plot-based community. Mizin sold land as freehold plots, and investors built on them, according to the Mizin press release. Each building can have its own developer and owners association. Service charges can therefore differ from building to building. We could not confirm the charges for any single building.
Two layers of management
DHCM runs community management in Majan, according to its Majan page and data-controller list. A building in Majan may therefore have two layers of costs:
- A charge for the building itself, set through the building budget.
- A share of the master community costs, such as security and open spaces, managed by DHCM.
We could not confirm how DHCM bills these costs in Majan. We could not confirm if the master community charge appears inside the building charge.
Cooling
We found no source that names a district cooling provider in Majan. We could not confirm if buildings use district cooling or their own air-conditioning systems. Owners and tenants should ask the building manager how cooling is billed.
Utilities
Khaleej Times reported in 2006 that Phase 1 water and power networks were due by December 2006. We found no source about current utility bills in Majan. We could not confirm this.
What to check
istrealestate.ae published a guide on what to check before you buy or rent in Majan. Based on the facts in this guide, owners should check:
- The RERA service charge index entry for the building.
- The cooling method and who bills it.
- The master developer and community manager on the plot papers, because sources disagree about the master developer.
- The freehold status of the specific plot, as Oliva advises.
- The official community name, which DDA records give as Wadi Al Safa 3, according to istrealestate.ae.

New projects and what is coming to Majan
Majan is still being built out plot by plot, but we could not confirm a full list of new launches or official plans for the area.
Plot activity
Majan has 408 plots, according to DHCM. istrealestate.ae reports a DDA site-plan record for Majan dated 25 November 2025. A new site-plan record suggests continued activity on plots. We did not see the DDA record directly. We could not confirm this.
Oliva says plots in Majan have been sold since 2013. It also says Majan has 11 active projects. These claims sit in a fact table that conflicts with the 2006 Mizin launch. We treat them as unreliable.
Background to the build-out
Wikipedia says Dubailand was put on hold in 2008. It says the project resumed in mid-2013. Majan is part of Dubailand. This pause helps explain why many Majan plots were built long after the 2006 launch.
New launches
We found no developer or news source that lists new project launches in Majan for 2026. We could not confirm this. Agency guides name Tameer Investment Holding and Mozn Real Estate Company as developers. We could not confirm their current projects.
Transport plans
We found no RTA plan for a metro line or new road project in Majan. We could not confirm this.
Gulf News reported in October 2026 that the RTA would run direct bus routes and electric abras for Global Village Season 31. Gulf News said the season was due to reopen on 14 October 2026. The page contains conflicting text on the season and date. These services are seasonal. We could not confirm if any stop is in Majan.
Leisure nearby
Global Village and IMG Worlds of Adventure remain the main leisure places near Majan, according to DHCM. We found no source about new leisure projects inside Majan.
What we will track
- New DDA site-plan records for Majan plots.
- Project launches by developers that build in Majan.
- RTA transport changes on Sheikh Mohammed Bin Zayed Road and around Global Village.

Majan history
Majan started in November 2006 as a Mizin plan for a "downtown Dubailand", slowed when Dubailand paused in 2008, and is now a plot-based community managed by Dubai Holding Community Management.
Dubailand and Dubai Holding
Wikipedia says Dubailand was announced in 2003 at a cost of US$64.3bn. Tatweer owned Dubailand. Wikipedia says Dubai Holding is state-owned and was founded in October 2004.
Khaleej Times reported that Tatweer was set up in December 2005. It was a member of Dubai Holding.
Mizin and the launch
Khaleej Times reported that Tatweer launched Mizin in September 2006. Mizin was Tatweer's real estate arm.
Mizin unveiled Majan on 21 November 2006, according to Khaleej Times. A SkyscraperCity forum thread reproduced the Mizin press release on 20 November 2006. The plan showed 150 towers on 16.5 million square feet of freehold land.
Mizin's CEO said Majan would set "new standards of execution and delivery", according to the press release. Khaleej Times reported that Mizin expected Dh15bn of investment in three years.
Mizin sold the land as freehold plots. Investors built on the plots to Mizin's design guidelines, according to the press release. Khaleej Times reported that Phase 1 roads, water and power networks were due by December 2006.
First project or not
Sources disagree about Mizin's first project. Khaleej Times called Majan Mizin's first project. The Liwan launch release, reproduced on SkyscraperCity, quoted Tatweer's CEO. He called Liwan Mizin's "pilot project".
A Mizin company description, quoted on a forum around 2007, says Mizin had launched Arjan, Majan and Liwan. It gives a combined value of AED 43bn. This is a forum repost, not the original release. We could not confirm this.
Planners and architects
dxbproperties.ae, an agency page, credits Halcrow as master-planning architect. It credits Callison RTKL as architectural consultant. We could not confirm this from a developer or news source.
Legal background
OPR Real Estate says Article 4 of Law No. 7 of 2006 gave non-UAE nationals the right to register property rights with the DLD. Majan launched as a freehold project in the same year.
Pause and restart
Wikipedia says Dubailand was put on hold in 2008. It says work resumed in mid-2013. Oliva says Majan plots date from 2013. We treat that Oliva table as unreliable, because Majan launched in 2006.
On 1 January 2013 Emirates Road was renamed Sheikh Mohammed Bin Zayed Road (E311), according to Dubai Discoveries. Majan sits on this road.
Developer questions
Over time, other names appeared. Agency guides name Tameer Investment Holding and Mozn Real Estate Company as developers. istrealestate.ae says 2008 reporting treated Tameer as a developer of projects inside Majan. It cites an Emirates 24|7 article that we did not see.
istrealestate.ae also reports a DDA site-plan record dated 25 November 2025. It says that record names Liwan (L.L.C) as master developer and Wadi Al Safa 3 as the community. We could not confirm this.
Majan today
DHCM now manages Majan. It lists 408 plots, 3.2 million square metres and 17 recreational amenities. This area figure is about twice the 2006 figure. Sources do not explain the gap.
The name
Wikipedia links an ancient "Magan" civilisation to the history of the region. No source says the community's name comes from it. We could not confirm the origin of the name Majan.
