BUY DUBAI / PROPERTY DATA / FOR UK INVESTORS

The UAE’s property
data revolution.
A stronger hand for buyers.

The UAE has built a global property market and the systems to support it. Fresh transaction data, escrow protections and connected records are changing what you can know before you buy.

For a UK investor, that means a stronger basis for an offer. You can benchmark the asking price against registered sales, test the rent forecast and check the project behind the brochure. Our view: the speed of this progress deserves far more attention.

THE BUY DUBAI VIEW

A revolution in the buyer’s position.

The UAE’s ambition is easy to see in its skyline. The work behind it deserves the same attention. Dubai has built a regulatory system, project escrow accounts and a growing public record of what people pay for property. Abu Dhabi is advancing its own rules and data services. Investors can research a market that was once much harder to assess from abroad.

We see this as a revolution in the buyer’s position. When you can bring recent registered sales to a negotiation, an asking price becomes something you can challenge. When rental records and service charges are available, you can test the return being offered. When project registration and escrow details can be checked, you have firmer grounds for deciding where to put your money.

The pace is striking. Between JLL’s 2024 and 2026 transparency rankings, Dubai climbed 11 places and Abu Dhabi eight. Dubai is already using AI to check adverts and process registration documents. Its latest platform brings project records and escrow management together.

Better buildings and better-planned communities strengthen the case further. Public spaces, schools and employment centres give people reasons to live there. Transparent records let an investor test what that appeal is worth.

For a British buyer considering the UAE, this is a reason to take a fresh look. Better information gives you more control over the decision, including the confidence to negotiate a lower price or walk away. We believe that is one of the most significant changes in the investment case.

THE COMMUNITY PREMIUM / ABU DHABI

You are buying into the masterplan.

A well-designed apartment is part of the investment. The neighbourhood around it determines much of everyday life: the journey to work, the school run, the shops and the places to walk. As those improve, a location can appeal to more tenants and buyers.

Our view is that the UAE’s strongest developments benefit from a halo effect. Product quality, community planning and investment in the wider city reinforce one another. A district with lasting demand and dependable income can command a higher price for each pound of rent. That is the potential valuation multiple: a premium for the quality and durability of the income. The purchase price determines how much of that advantage the investor keeps.

Al Maryah Island shows why we are watching Abu Dhabi.

Al Maryah brings ADGM’s financial district together with Cleveland Clinic Abu Dhabi, The Galleria and a waterfront setting. The employment base extends across neighbouring Al Reem Island, where ADGM also points to schools and university provision. These places make a connected proposition for people moving to Abu Dhabi for work.

EvidenceWhat is delivered or planned? Our investment reading

Offices, homes and connectionsThe expansion plans to double Grade A office space, add more than 3,000 homes and introduce three proposed bridges.More jobs and better access can increase demand; the additional homes also increase supply.

Abu Dhabi Media Office: H1 2026 workforce · Mubadala: expansion plans and existing amenities · ADGM: education across its district.

We think this combination is especially visible in Abu Dhabi now. The financial district gives the surrounding homes an employment base; healthcare and education help people settle; the masterplan adds reasons to stay. Better property data then helps buyers compare buildings within that location and judge the premium being asked.

The wider UAE makes the location more attractive.

Transport and business policy add to the case. Etihad Rail reports passenger connections between Abu Dhabi, Dubai, Al Dhaid and Fujairah. The UAE permits full foreign ownership of companies in most sectors, making it easier for overseas businesses to establish a base. The practical test is the commute and school access from the building you are considering, alongside its ownership terms.

Predictable running costs belong in this picture too. For a UK investor used to sharp changes in household bills, the cost of electricity and cooling deserves attention alongside the rent. Compare the applicable tariff and recent bills, including service charges. Product quality should show up in comfortable homes and manageable running costs.

01 / RESEARCH THE PROPERTY FROM THE UK

Better evidence gives you a stronger negotiating position.

An agent asks a premium for an apartment. You can ask which recent transactions support it, compare the price per square foot and examine the rent assumption. Dubai Land Department (DLD) publishes sales and rental records, alongside project information. Its Service Charge Index adds the approved building charges to your calculation.

A sale in the same building can still be a poor comparison.

In Britain, you would question a valuation based on the flat next door if it had a longer lease or had been refurbished. Apply the same care in Dubai. Check the size and layout, then ask about the floor, view and condition. For an off-plan purchase, compare the payment terms as well as the headline price.

A city-wide average is useful for following the market. It gives you little help with the premium being asked for a particular flat.

02 / COMPARE THE PROPERTY RECORDS

How does UAE property data compare with the UK’s?

In England and Wales, HM Land Registry lets you search individual sold prices by address. The free dataset goes back to 1995 and includes flat or sub-building fields. Scotland has its own ScotLIS service.

Dubai also publishes individual registered transactions, with price, date, size and room-count fields. Those details help you find comparable sales, although they do not guarantee a match to the exact flat. Abu Dhabi is expanding its own public dashboards and unit-level transaction maps.

Fresh comparables help you price an offer today.

Land Registry says registration usually follows a sale by two weeks to two months, sometimes longer. Its price-paid dataset is released monthly, so the newest months are incomplete.

JLL describes DLD as a leader in real-time public property data. Access to the latest registered transactions lets you benchmark an offer against recent activity. In a fast-moving market, that is much more useful than relying on last year’s average. Registration still takes time: real-time access does not mean every deal appears the moment buyer and seller agree. We have no like-for-like measurement of sale-to-publication delays for the two markets.

03 / HOW FAR THE UAE HAS COME

Dubai has risen 11 places in two years.

JLL and LaSalle’s Global Real Estate Transparency Index puts Dubai 17th in 2026, up from 28th in 2024. Abu Dhabi has moved from 41st to 33rd and is the edition’s leading improver. The UK remains first.

The UK remains the benchmark at first place. Dubai’s rise to 17th puts it closer to JLL’s Highly Transparent group, which ends with Singapore in 13th. Abu Dhabi’s eight-place rise shows how quickly the UAE’s second major investment market is developing. Both still have ground to cover; their rate of progress is the reason we are paying attention.

04 / WHAT IS CHANGING FOR BUYERS

From escrow accounts to AI-assisted registration.

The foundations go back further than the latest headlines. Dubai’s project escrow law dates to 2007. The recent acceleration connects that legal framework with digital checks, building-level benchmarks and AI-assisted administration.

Buyer payments ring-fenced for the project

Dubai’s escrow law requires off-plan developers to open a project account. Buyer payments are reserved for that development, with separate accounts for separate projects and protection from attachment by the developer’s creditors. This gives buyers a legal safeguard over how their money is held. Escrow does not guarantee completion or an investment return.

279,000 adverts monitored by AI

DLD said its advertising system had monitored more than 279,000 adverts and automatically modified 29% by April 2025, following its launch at GITEX 2024. This is a compliance figure: DLD did not describe 29% as a fraud rate.

AI helps connect registration and escrow records

DLD’s Initial Registration platform brings project and transaction registration together with escrow management. AI extracts information from identity documents and sales contracts. Its Project 360 view combines unit status, escrow and financial records for the participating organisations. This is infrastructure used by developers, DLD and banks; it supports the administration behind a buyer’s transaction.

Abu Dhabi targets a top-25 position by 2030

Abu Dhabi Real Estate Centre’s programme includes public dashboards, unit-transaction and service-charge maps, and open APIs for data access. WAM reports these developments alongside its rise to 33rd. The emirate also announced property-market governance decisions in March 2026.

Another development to follow: property tokenisation

DLD introduced secondary-market resale within its property tokenisation programme from 20 February 2026. This creates a sale route for participating tokenised interests, subject to the programme’s rules. It is separate from the transaction checks involved in buying a conventional apartment. 05 / WHAT THE RANKING MEASURES

JLL scores more than access to sold prices.

The 2026 index uses 260 measures across 14 topics. It combines market data with expert survey responses, then weights the results across six categories.

Regulatory and legal23.5%
Ownership, records, enforcement and legal processes
Market fundamentals16.5%

JLL 2026 methodology. Bars are scaled against the largest category, at 25%.

Regulation and enforcement form part of the assessment, alongside market information and transaction practices. JLL does not publish a separate data-freshness ranking. A market’s overall position therefore cannot tell you whether yesterday’s sale is already visible in a particular database.

How much of the score comes from expert judgement?

In the 2024 edition, 53 quantitative factors accounted for 27% of the weighting. The remaining 203 factors came from expert surveys with defined scoring rules and regional and global review. JLL revised the factor set for 2026. 2024 technical note, pp.47–54 ↗

SUSTAINABILITY: 10% OF THE DEDICATED WEIGHTING

For a landlord, start with the cost of owning the building.

Cooling bills, maintenance and future upgrades belong in the investment calculation. JLL’s sustainability category assesses the information and standards available on building and environmental issues. It does not rate the efficiency of the apartment you are considering.

The other five categories account for 90% of the index. A separate ranking excluding sustainability would need every market’s component scores; some ESG-related measures also sit within the other categories.
